HomeMy WebLinkAboutAgenda Report - May 15, 1985 (88)i r TV Ru CIT1(.,.COUNCIL MEETING b` .x. 3 MAY' 1;5, 1985 � �4M� RE911 AR CALENDAR REPORTS OF THE CITY MANAGER DIAL -A -RIDE Council was apprised that the Public -Needs Hearing and the subsequent evaluation of the City's Dial -A -Ride system, brought forth a number of concerns: bong wait time, desire for Saturday and Sunday service, desire for a fixed route system, and people under age 60 not being able to afford a $2.00 one-way trip on Dial -A -Ride. Assistant City Manager apprised the Council that a portion of the reason for long wait time is the demand for service at times greater than the capability of the system. Mr. Glenn further reported that we are experiencing some unreliability with some vehicles in the City's fleet, which has resulted in vehicles being out of service for long periods of ma, It is felt that this problem can be overcome by beginning a program of replacing the present vehicle fleet with gasoline -powered vehicles, and to add an additional vehicle to the fleet. At the request of Staff, Cal Trans evaluated the cost of a fixed route system for the City of Lodi to be over $200,000 � per year. This estimate was made over four years ago. It was also felt at that time that such a system would not be accessable to a majority of the citizens. Mr. Glenn also reported that there is a segment of our conumity who have bonafide needs for transportation on Saturdays, and that City Cab Ccapany feels that they can provide this service without any problems. Mr. Glenn also addressed the matter of the Dial-A-Ride service not being utilized by the general public and suggested that the lack of usage is due to the price. Following a lengthy discussion on the various points * raised in this report, Council, on motion of Council Member Olson, Reid second, authorized Staff to prepare Claim for State Transit Assistance Funds in the amount of $26,000 to purchase 2 station wagons for Dial-A-Ride. Further, for a trial period cmuencing June 1,, 1985 and ending December 31, 1985, modifying the existing Dial-A-Ride service as follows: t 1) Extend Dial-A-Ride services to Saturday between 8:30 am to 5:00 pm. 2) Allow custcmers to prearrange trips with 6-hour notice. 3) Establish fare for Dial-A-Ride subscribers under 60 years of age at $1.00 per trip. 1 Council, on motion of Council Member Olson, Reid second, approved the specifications for two.full size station wagons for Dial- Ride and authorized the advertising for bids thereon. SUBJECT: D IAL-A=R'IDE RECOMMENDATION: The Lodi City Council authorize staff to prepare a claim for State Transit Assistance Funds in the amount of ,$26,000 to purchase 2 station wagons for Dial -A -Ride. Further, for a trial period commencing June 1, 1985 and ending December 31, 1985, modify the existing Dial -A -Ride services as follows: 1) Extend Dial -A -Ride services to Saturday between 8:30 A.M. and 5:00 P.M. 2) Allow customers to prearrange trips with 6 -hour notice. 3) Establish one fare for Dial -A -Ride subscribers at $.50 per trip. BACKGROUND Page,Two Dial -A -Ride The Dial -A -Ride service is not being utilized by the general public'to any great degree -- an average of 3.rides per day for the pasx 3 months. We, have been told this. lack of usage is due to,,.the price being $2.,00 per ride or $4.00 round trip. The only way we can obtain the `real data as to the demand is to allow all citizens to use the service at $.50 per ride. It is difficult to estimate the additional cost of these recommendations, as we -cannot readily estimate usage. The cost between now and the end of this fiscal year will be negligible. When we prepare our claim for Transportation funds next year, we will use this year's base and then, if usage has materially increased, we will submit a supplemental claim.
