Council was apprised that the Police Department
has requested that a crosswalk be provided
across Lockeford Street on the west side of
Calaveras Street.
In November 1971, the Engineering Department
recommended against, and the City Council
denied, a request for a crosswalk at this
location. The crosswalk would be used primarily
by children between the ages of 4 and 11
residing south of Lockeford Street who attend
Lawrence School and take a "convenient route"
to school across the Southern Pacific Railroad
Co. right-of-way.
In brief, the 1971 report revealed:
1. That small children had been observed
crawling between moving freight cars
while crossing the railroad right-of-
way to and from school.
2. That teachers and parents were noti-
fied of this dangerous situation and
were directed to inform the children
to cross the tracks and Lockeford
Street along the "safest route to
school" at Washington Street.
3. That the installation of a crosswalk
at Lockeford and Calaveras would be used
almost exclusively by children or older
pedestrians using the railroad right-
of-way as a path.
4. That such an installation might be
taken as an endorsement by the City of
Lodi to use this dangerous route.
Council adopted the following Resolution:

S. That it should be the school's res-
ponsibility to inform students of the
"safest route to school", and the parent's
responsibility to see they use it.
6. That it was not the responsibility of
the citizens -of the City of Lodi to
provide a fence along the railroad
as a physical determent to prevent
crossings. The cost of a fence in
1971 was estimated at approximately
$5,000.
Unless a fence is built (cost now estimated
at more than $9,000.), it appears apparent that
children are still using, and will continue
to use, this dangerous location as a route to
school. The Engineering Department recommends
the crosswalk installation for the following
reason:
"Crosswalks shall be established and
maintained at all intersections within
the business district and at such other
places within or outside the district where
the City Council determines that there
are particular hazards to pedestrians
crossing the roadway". (Ord. No. 493, s110.)

SUBJECT: Proposed Crosswalk Lockeford and Calaveras
RECOMMENDED ACTION: That the City Council adopt a resolution establishing
a pedestr an crosswalk across Lockeford Street on the west side of
Calaveras Street. See attached sketch.

This proposal has been discussed with the Chief of Police and approval has
been received to forward this request to you.
Our School Resources Officers, in making their most current survey of traffic
conditions affecting students at Lawrence School, indicate that sixty to
seventy students use the location to cross Lockeford Street daily, both
on their way to school and .i„g home from school.
We request considsrattc:� :.. a painted crosswalk at that location - to
enc -tend across Lockeford : treet from the southeast corner of Lawrence 'Park
to the southern curbiIne of Lockeford Street. The placing of this crosswalk
would, in our opinion, be highly advantageous in that.lt will designate
a direct path for these children to take when crossing this busy street.

RESOLUTION ESTABLISHING PEDESTRIAN CROSSWALK
ACROSS LOCKEFORD STREET ON THE WEST SIDE OF
CALAVERAS STREET
WHEREAS, the City Council of the City of Lodi has
determined that public convenience and necessity require
the establishing of a pedestrian crosswalk across Lockeford
Street on the west side of Calaveras Street;
NOW0 THEREFORE, BE IT RESOLVED by the City. Council
of the, City of Lodi that there is hereby estab-ished a
pedestrian crosswalk across Lockeford Street on the west
side of Calaveras Street as shown oa Exhibit "A" attached
hereto and thereby made a part hereof.

I -hereby certify that Resolution No. 81-47 was passed
and adopted by the City Council of the City of Lodi
at a regular meeting held May 6, 1981 by the follow-
ing vote:
