Southern Pacific Transportation Company in response
to a complaint regarding excessive whistle blowing
by locomotive engineers which read in part as follows;
COMPLAINT RE
"We do not condone excessive blowing of the train
EXCESSIVE WHISTLE
whistle, but the locomotive engineer is required by

rules and court decisions to sound a warning as the

train approaches a grade crossing regardless of the
type of crossing protection that exists. This signal
is to be commenced sufficiently in advance to afford
ample warning. but not less than one-quarter m-ilc
before reaching the crossing.. Additionally. it is
necessary to use the train whistle as a means of
communications in train operations and for standard
safety procedures.
Since the operation o; trains in your area is under the
jurisdiction of Mr. K. A. Moore. Sacra mento Division
Superintendent, a copy of your letter is being passed
to hit, with request that he take necessary precautions
against excessive and unnecessary whistling in this
territory;'

In response to your letter dated March 11, 1982,
the City Council of the City of Lodi directed, that
a communication be sent to Southern Pacific
transportation Company to seek a -A amicable solution
to the complaint that they are blowing their train
air horns unnecessarily andfor-- excessively long
periods of time as they pass through Lodi a-ftd: during
switching operations.
Enclosed is a copy of Southern Pacific Transportation
Canpany's reply to our letter.

Your letter of March 26, 1982. addressed to Mr. Henry Ortiz,
Public Relations Manager, regarding complaints of excessive whistle
blowing by our locomotive engineers has, been passed to my office
for response.
We do not condone excessive blowing of the train whistle,,
but the locomotive engineer is requIred by rules and court deci-
sions to sound a warning as the train approaches a grade crossing
regardless of the type of crossing protection that exists. This
signal is to be commenced sufficiently in advance to afford ample
