Hazelton Stockton, CA 95205 Subject: Supplemental Information Regarding Transmittal of the San Joaquin County 1982 Air Quality Management Plan Dear Miss Keranen: Please be advised that the Lodi City Council in action taken at its regular meeting of May 5, 1982 adopted Resolution No. 82-43 adopting the San Joaquin County 1982 Air Quality Management Plan, with the exception of the section dealing with pesticides. Reimche City Clerk RESOLUTION NO. 82-43 RESOLUTION ADOPTING THE SAN JOAQUIN COUNTY 1982 AIR QUALITY MANAGEMENT PLAN WHEREAS, the San Joaquin County Board of Supervisors has been designated by the U.S. Environmental Protection Agency (EPA) and the California Air Resources Board (ARB) to prepare an air quality plan and program for the San Joaquin County non -attainment area, included as Exhibit "A" to this Resolution; and WHEREAS, the San Joaquin County Board of Supervisors has prepared an air quality plan which conforms to the requirements of the Clean Air Act, as amended, for controlling emissions that cause violation of the national ambient air quality standards for ozone and carbon monoxide in the San Joaquin County non -attainment area; and WHEREAS, the City Council of the City of Lodi has reviewed the San Joaquin County 1982 Air Quality Management Plan; and WHEREAS,.EPA and State policy is that significant quality management agencies named in the air quality plan t indicate the commitment to implement the Air Quality Management Plan before the EPA and ARB can approve and certify the air quality plan; and WHEREAS, the City of Lodi is a significant management agency for the purpose of implementing a portion of the Air Quality Management Plan; and WHEREAS, the Clean Air Act requires the identification and commitment of -necessary resources to implement the Air Quality Management Plan; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi approves and adopts the Air Quality Management Plan, save that Section dealing with pesticides, and commits itself to the implementation of those measures identified and described in Exhibit "B"; and BE IT FURTHER RESOLVED that the City Council of the City of Lodi agrees to proceed with a good faith effort to implement those measures identified in Exhibit "B", save that Section dealing with pesticides; and BE IT FURTHER RESOLVED that the City Council of the City of Lodi commits itself to implement measures as scheduled and using funding sources as identified in Exhibit "B", save 82-43 -1- that Section dealing with pesticides. Recognizing, however, that the availability of necessary funding may depend on the funding programs or processes of various State and Federal agencies, the City of Lodi agrees to consider amendments to the Air Quality Management Pian, if necessary, to modify the funding or schedules of implementation actions. It is agreed that such modifications will not affect the maintenance of reasonable further progress as defined in the plan; and BE IT FURTHER RESOLVED that the City Council of the City of Lodi will consider modification of adopted measures and/or adoption of additional measures, as appropriate, during the continuing planning process if implementation does not achieve "reasonable further progress" in reducing emissions, as required by the Clean Air Act; and BE IT FURTHER RESOLVED that the staff of the City of Lodi will cooperate with San Joaquin County air quality planning staff to develop a procedure for determining the consistency of future development proposals with the air Quality Management Plan. This consistency determination procedure will be based upon the framework described in Section VII -C of the Air Quality Management Plan; and BE IT FURTHER RESOLVED that the City of Lodi commits itself to continued participation in the continuing air quality planning program; and BE IT FINALLY RESOLVED that this resolution is entered into on the condition that the City of Lodi portion of the Air Quality Management Plan will be certified without change by the State. On a motion by Councilman Pinkerton, seconded by Mayor Pro Tempore Murphy, the foregoing resolution was passed and adopted by the City Council of the City of Lodi, State of California, at a regular meeting thereof this 5th day of May, 1982, by the following vote, to wit: Ayes: Council Members - Olson, Murphy, Pinkerton, Snider and Reid Noes: Council Members - None Absent: Council Members - None ALICE M. (AKtA Coot 209) Mai , _fi 15, 1982 I , .A•T.W ,_ Subject: Supplemental Information Regarding Transmittal of the San Joaquin County 1982 Air Quality Management Plan Enclosed are twelve (12) copies of the draft San Joaquin County 1982 Air Quality Management Plan (AQMP) and a sample resolution of support. We envision that the AQMP will be reviewed by your office, and your planning and public works staffs. The remaining copies are meant for distribution to your City Council. Please feel free to request additional copies, as necessary. In reviewing the AQMP, I recommend that you especially consider the Trans- portation Control Plan (pgs. 41-46) and Section VII - Implementation, as it relates to your jurisdiction and its interests. Specific responsibilities for implementing the air quality plan have been listed for each affected governmental agency beginning on page 73 and ending on page 76. We are asking for support of tle specific responsibilities listed in these pages from each mentioned Sari Joaquin County local governmental agency in the form of a resolution cf surport. In many cases, these responsibilities encompass existing 'programs amd plans by your jurisdiction. As mentioned in Supervisor Yoshikawa's letter, the Board of Supervisors will hold a formal public hearing which is now scheduled for Tuesday, May 4th at 2:00 p.m. We are hopeful that you and your Council can provide support for the plan by early April. I will be available from now on to assist and work with you, your staff, and your Council regarding any questions related to the air quality plan. I envision that several staff and Council member briefings would be in order, per your need for them. If you have any immediate questions, please call me. I will otherwise be in contact with your office and your Planning Department to further discuss the contents of the draft AQMP.
