BACKGROUND: �nn,,iallly the California State Department of
Finance prepares population and housing estimates for each city
and county in the state. The. estimates are based nn information
provided by the local agencies and include data oo new residential
consiruction, school Pnrnllmero, utility account; and mobilehome
occupancy.
Enclosed are the 3anuary 1, 1985 and january 1, 1986 estimates
which indicate a gr,)wth in population of 1970 and in housing units
of 984. Both of these estimates appear to be in line with our
present growth activities.
INDICATED ACT --ON: In order to use the 1986 population
estimate ar tF�—b�asis for our state subventions the City Council
should authorize the City Manager and City Clerk to request
certification of the estimate as required by Section 2107.2 of the
Streets and Highway Code. The Finance Director has the necessary
instructions to accomplish ce0ification.

POPULATION AND HOUSING ESTIMATES
The enclosed Summary Reports (Report E-5) provide estimates for your county of
population and housing data for the cities, the unincorporated area, and the
total county as of January 1, 1985 and 1986. Any revisions to 1980 census or
other data used to calculate the estimates have been incorporated into the
figures.
The following information for your city/county has been sent to your fiscal
officer:
1. The percent change in population minus exclusions from January 1,
1985 to January 1, 1986, and other information required to
calculate Article XIIIB appropriation limit (SB 1352) for fiscal
year 1986-87.
2. The January 1, 1986 total population estimate and instructions for
requesting certification of the estimate as required by Section
2107.2, of the Streets and Highway Code.

RESOLVED, that the City Council of the City of Lodi does hereby
authorize the City Manager and City Clerk to request certifications of
the 1986 population and housi-ng estimates received from thE' California
State Department of Finance as shown on E>diibit "A" attached hereto and
thereby made a part hereof.

CERTIFICATION OF POPULATION ESTIMATES
The January 1, 1986 estimate may be certified to the Controller for use in the
distribution of certain State tax subventions. Please note, these estimates will
not be automatically certified. No E:stimate is certified by the Department of
Finance unless a written request is received from the local jurisdiction.
All cities and counties should be aware that Revenue and Taxation Code 1005.6
has been revised. It is no longer a requirement that a jurisdiction must have had
a census in the past five years to recertify their population. Department of
Finance estimates can now be certified each year between decennial censuses. At
the time of.the next decennial census, in 1990, all cities and -counties will be
automatically recertified. Do not request certification unless -your January :1.
1986 population figure is higher than your current certified population.
Saction 2107.2 of the Streets and Highway Code and Section 11005.6 of the
Revenue and Taxation Code provide that a request to_ certify population must be
received by June 15 (vithin 45 days of the completion of the estimate). Otherwise
the estimate cannot be certified. Requests for certification received by Kay 15
will be certified for June allocations; those received between May 75 and June 15
will be certified for July allocations.
Jurisdictions should always certify higher population estimates immediately.
If you feel your jurisdiction's population is higher than the January 1, 1986
estimate, you should still certify the population. Estimates which are
subsequently revised may be recertified at the revised population figure.
For certification, submit a written request citing your jurisdiction's name and
your January 1, 1986 total population to the Department of Finance, Population
Research Unit, 1025 P Street, Sacramento, CA 95814. The form on the reverse of
this letter can be used for certification.
