AGENDA TITLE: Receive Report on Resolution of Public Works Emergency Requiring the
Immediate Repair of Blakely Pool Circulation System

RECOMMENDED ACTION: Receive report on resolution of the Public Works Emergency
requiring the immediate repair of the Blakely Pool circulation
system.
BACKGROUND INFORMATION: On April 3, 2013, the City Council made a finding that a public works
emergency existed at the south pool at the Blakely Park pool
complex, due to a massive leak (8,000 gallons per day) suspected
in the circulation system. The council authorized the City Manager to execute a contract with Paragon
Pools in an amount not to exceed $20,000 and begin repair work as soon as possible.
Three leaks below -ground leaks were detected, including one that had created a significant void beneath
the concrete pool deck. A large portion of the circulation system is being replaced. Additional information
will be presented to the Council at the meeting.
Staff will provide the City Council a report on work performed to date. If the repair is not completed, the
City Council will be asked to again declare the Public Works Emergency exists (Public Contract Code
sections 20168 and 22050). A four-fifths vote will be required to permit the immediate expenditure of
public money to safeguard life, health or property, and that the emergency will not permit a delay caused
by bidding.
FISCAL IMPACT: Will be reported to City Council at the meeting.

RECOMMENDED ACTION: Declare a Public Works Emergency continues to exist that requires
the immediate repair of the Blakely Pool circulation system.
BACKGROUND INFORMATION: On April 3, 2013, the City Council made a finding that a public works
emergency existed at the south pool at the Blakely Park pool
complex, due to a massive leak (8,000 gallons per day) suspected
in the circulation system. The council authorized the City Manager to execute a contract with Paragon
Pools in an amount not to exceed $20,000 and begin repair work as soon as possible.
Paragon Pools has found three leaks in the south pool's water circulation system, two in below -ground
copper pipes and another below ground near the circulation system pump. One of the leaks created a
significant void beneath the concrete pool deck. In addition, one of the circulation system pipes had
collapsed. Repairs will result in a large portion of the circulation system being replaced. The work is
tentatively scheduled to conclude by Friday, May 10. No additional spending authority under the initial
emergency finding (up to $20,000) is needed at this time.
As the City Council was informed on April 3, Public Contract Code sections 20168 and 22050 require the
City Council to redeclare the public works emergency exists if the repairs have not been completed
by the next meeting. As the public works emergency still exists, the City Council again needs to find, by a
four-fifths vote, that immediate expenditure of public money to safeguard life, health or property is
needed, and that the emergency will not permit a delay caused by bidding.
The City Council will receive an additional update on May 15. If the repairs are not completed by then,
the Council will be asked to redeclare the emergency until repairs are completed.
FISCAL IMPACT: Less than $20,000.
FUNDING AVAILABLE: Parks, Recreation and Cultural Services operating budget.
