COUNCIL COMMUNICATION TM AGENDA TITLE: Adopt Resolution Approving CalPERS Employer Paid Member Contributions MEETING DATE: May 1, 2013 PREPARED BY: Human Resources Manager RECOMMENDED ACTION: Adopt resolution approving CalPERS employer paid member contributions. BACKGROUND INFORMATION: The City of Lodi is a member of the California Public Employees' Retirement System (CalPERS). Retirement contributions are segmented into employer -paid contributions and employee -paid contributions. CalPERS requires that the City adopts the attached resolution stating the specific percentage the City will contribute towards each employee's employee -paid contribution amount. Since CalPERS recognizes employees through their employee category/bargaining group, the table below indicates the specific percentage the City will contribute towards employee -paid retirement by specific category/bargaining group. Effective July 8, 2013, the new amounts are as follows: Employee Category/Bargaining Group Confidential — Non-exempt Confidential — Exempt Council Appointee Council Members Executive Management General Services Maintenance & Operators Mid -Management Fire Fire Mid -Management Police Mid -Management Police Dispatch IBEW Percentage Employer Contributes to Emplovee-Paid Retirement 3.7% 0% 0% 0% 0% 3.7% 3.7% 0% 3.7% 3.0% 0% 3.0% 1.0% 7.0% Bolded amounts represent changed amounts. FISCAL IMPACT: Based on this action, Fiscal Year 13/14 CalPERS City -paid retirement costs for the units with change will decrease by $183,000. This cost savings will be factored into the Fiscal Year 13/14 budget. FUNDING AVAILABLE: Not Jordan A ers bputylCitylr Ma#ager/Internal Services Director l ` Dean Gualco; Human �esources Manager APPROVED: Ko adt Bartlam, City Manager RESOLUTION NO. 2013-80 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING CALPERS EMPLOYER PAID MEMBER CONTRIBUTIONS WHEREAS, the governing body of the City of Lodi has the authority to implement Government Code Section 20691; and WHEREAS, the governing body of the City of Lodi has a written labor policy or agreement, which specifically provides for the normal member contributions to be paid by the employer; and WHEREAS, one of the steps in the procedures to implement Government Code Section 20691 is the adoption by the governing body of the City of Lodi of a resolution to commence said Employer Paid Member Contributions (EPMC); and WHEREAS, the governing body of the City of Lodi has identified the following conditions for the purpose of its election to pay EPMC, and this benefit shall apply to all employees as distinguished below: Safety Members Fire Mid -Management Pay 6% of the normal member contributions as EPMC Effective Jul 8, 2013 Miscellaneous Members Confidential Exempt Pay 7% of the normal member contributions as EPMC Effective July 8, 2013 Pay 7% of the normal member Mid -Management contributions as EPMC Effective Jul 8, 2013 Pay 6% of the normal member Dispatch contributions as EPMC Effective July 8, 2013 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi elects to pay EPMC, as set forth above.
