O.C. 20310 IMAM 15 I3 April 12, 1982 ME ry.CLS, CITY OF LODI Ms. Alice M. R+eimche City Clerk City of Lodi City Hall 221 West Pine Street Post Office Box 320 Lodi., California 95241 Dear Ms. Remche: Last year you wrote to me regarding S.J. Res. 72, a constitutional acrendment designating English our country's official Language. Now I must agin request your input. The Senate is in the process of extending certain pro- visions of the Voting Rights Act. In February I testified before the Senate Judiciary Committee, expressing my view that bilingual ballots are an urmecessary burden on local governments and acco- mplish little for those they are intended to help. Regardless, it now appears that the Judiciary Comdttee will forward a bill to the full Senate that will extend the bilingual provisions of the Voting Rights Act until 1992. If this occurs, I will attempt to amend the bill to prevent such an extension, As a local official, you have a perspective that is lacking in the United States Senate. You have complied with the Voting Rights Act and are aware of the costs and benefits of bilingual election materials. I solicit your comments, suggestions, and data reg4rding your cca n unity's experience with bilingual ballots. Such information will help me present the views of California's local governments - your views -to the United States Senate. Please address your letters to my Washington office and mark then to the attention of George Brazier. Thank you for your help. I look forward to hearing from you e Sincerely, s. I. Hayakaws SIH : gbs
