RECOMMENDED ACTION: That the City Council award the contract for the above
project to the low bidder, M&M Electric, and authorize the expenditure of up to
$4,000 to interconnect the signal with the existing signal at Ham Lane and Vine
Street.
BACKGROUND INFORMATION: This project consists of the installation of a
two-phase -aTTTc actuated signal utilizing City furnished poles and controller
equipment.
During the design of this project, City staff and the consultant (Nolte &
Associates) investigated the possibility of interconnecting the signals on Ham
Lane.at Tokay and Vine. Interconnection will allow some degree of progression
on Ham Lane at speeds between 30 and 35 mph depending on the final design.
Until recently, the only way to do this was through the use of wire and hardware
connectinthe two controllers or special time base coordination units
(wireless$}. Both techniques would have cost over $10,000. This year some
simplified, solid state timers have come on the market. They will allow the
signals to coordinate sufficiently for the traffic needs on Ham Lane. It is
recomr�ended that this type of system be installed on Ham Lane at Tokay and Vine.
Plans and specifications for this project were approved on April 6, 1983.
The City has received the following five bids for this project:

The City has reviewed the bids with the consultant. He feels the difference is
due to (1) lower prices in the valley than in the Bay area, and, (2) the general
state of the signal market, which is depressed, thus everyone is cutting prices.
We also feel that by prepurchasing the major components to save on lead time, we
have also avoid4d the Contractor's ;nark -up on these items.

WHEREAS, in answer to notice duly published in
accordance with law and the order of this City Council, sea Sed
bids were received and publicly opened by the City Clerk or
this City on April 20, 1983 at 11:00 a.m. for the contract for
Ha.n. Lane and Tokay Street rraffic Signal Installation as
described in the specifications therefor approved by the City
Council April 6,. 1983; and
WHEREAS, said bids have been compared.; checked, and
tabulated and a report thereof filed with the City Manager as
follows:

M & M Electric the low bidder in the amount of $29,229.00.
