CONCERNING INSURANCE, SAFETY, AND ROUTE REGULATION OF
ROUND-TRIP SIGHTSEEING TOUR SERVICES
Effective immediately, the Commission is no longer regulating
round-trip sightseeing tour operators. This means the Commission
will no longer issue licenses, set rates and routes, or monitor
the insurance and safety of round-trip sightseeing tour
operators.
On February 10, 1983, the California Supreme Court denied a writ
of review of the Commission's Decision 82-09-087. A petition;
for reconsideration was then filed by Orange Coast Sightseeing
Company. --The Court denied rehearing on March 10 and the
Commission's decision is now final.
The staff ie now drafting orders for Commission review that will
revoke the authorities that have been issued by the Commission
for round-trip sightseeing tour services.
Operators of round-trip sightseeing tour service will no longer
be required to comply with the Commission's General Order 101.
This order requires minimum amounts of insurance for all
passenger stage corporations. However, the State Vehicle Code
was amended in 1981 to require owners of commercial vehicles
designed to carry 16 or more persons to maintain insurance in
the amounts required by the Department of Motor Vehicles. This
must be equal to the amounts prescribed by the Commission for
operators of for -hire vehicles (Vehicle Code Section 16500.5(2)
(c)). We will seek legislation to remove the 16 -passenger
limitation to provide for adequate insurance protection for the
public regardless of the size of vehicle utilized.

The regulation of the safety of vehicles used for round-trip
sightseeing tour services remains, as before, the primary
responsibility of the California Highway Patrol.

The California Public Utilities Commission, by its Decision No, 82-05-013,
dated May 4, 1962, directed Pacific to amend its application for mobile
telephone service rates. In compliance with this order on April 1, 19831,
Pacific filed an amended application to make permanent previously authorized
rates that became effective when your service was converted to dial improved
mobile telephone service. A copy of those rates is attached.
A copy of the amended application and related exhibits will be furnisheduuppon

In the event you desire to make inquiries or comments concerning this filing
(including a request to receive notice of the date, time and place of any

(1) The monthly rate per mobile telephone which includes one
directory listing is as follows:

time definition below, and apply as follows:

Air Time Definition
Air time for manual service applies to the timing of
messages (completed calls) and starts after tho operator
determines and records the number of the calling party and
the called number, and advances the call. Timing stops when
the circuit is released by the non-mobile paarty,, or- on a
mobile -to -mobile call, by the operator.
Air time for dial (IMTS) service applies to the timing of
messages (completed calls) and starts when the channel is
seized by the calling party, or by the operator when
operator assistance is required, and stops when the first
party or the operator disconnects.

(3) In addition to the radio link charges, the following

(5) Where the message is between two mobile telephones, the
rate for each minute or fraction thereof of radio link

mobile telephone.
For rating purposes, a mobile telephone is considered
measured service (without allowance) in'measured 'service
exchanges and as flat rate service in flat rate .exchanoose
The message charges which may be applicable ars shown asp`

Pacific G, -%s and Electric Company has filed Application No.
83 04 19 in which it requests authority from the. California
Public Utilities Commission to increase electric rates, effec-
tive August 1, 1983, by approximately $552 million on an annual-
ized basis. This request assumes that the Counission will re-
duce electric rates by over $200 million as proposed by the
Commission's Staff in PGandE's Application No. 83 01 61. If
the Commission, hct;ever, adopts PGandE•s proposal in that
proceeding to maintain electric rates at their present level,
then the increase presently requested by PGandE will be reduced
to approximately $270 million.
The proposal to increase total electric rates by $552.
million is comprised of a request to: (1) increase electric
rates by approximately $568 million under its Energy `Coit
Adjustment Clause (ECAC), (2) decrease electric -rates by.
approximately $33 million to reflect the amortisation of,the
estimated July 31, 1983, balance in the Eleetric:Revenue'
Adjustment Mechanism (BRAN) accountf and (3) increase electric
rates recovered through the Annual Energy Rate (AER) by approx-
imately $18 million.
As stated previously, if in Application No. 83 01 611, the
Caamissivn adopts PGandE's position not to change ECAC and BRAN
rates, the overall requested increase is reduced to approxi-
mately $270 million. The ECAC increase under this proposal is
reduced to $326 million and the request for an BRAN decrease
will be increased to $73 million. The requested increase for
the AER will remain $18 million.
hoz the 12 -month period beginning August 1, 1983, the
requested rate adjustments will each increase PGandE''s electric
revenues by about 7.2 percent above the level generated by
electric rates in effect as of February 6, 1983.

The requested revisions to the ECAC, FRAM, and AER rates
will not raise PGandE's Electric Department rate of return
above the level last found reasonable for PGandE's Electric
Department by the California Public Utilities Commission.

Pacific Gas and Electric Company (P-GandE) has
filed Application No. 83-03-85 with the California
Public Utilities Commission requesting ex parte auth-
ority to establish immediately a gas and an electric
expense accumulation account to record the additional
expenses PGandE will accrue in 1983 to pay additional
franchise fees to the city of San Jose. San Jose was
awarded the increase in franchise fees in an arbitration
proceeding.
This application does not request a present
increase in rates. Bowever, if the requested relief
in this application is granted, PGanda will subsequently
request that gas and electric rates be increased to
reflect.the payment of these additional z:.anchise fees
to San Jose. Any such request to increaa* gas and
electric rates would be to increase them each by less
than one.percent (14).
Authorisation of PGandZ1s request will not increwse
the rate of return above -the level which the Commission
last found just and reasonable for PGandE•s Electric
and Gas Departments.

Pacific Gas and Electric Company (PGandE) has
filed Application No. 83-03-84 with the California
Public Utilities Commission requesting ex parte
authority to increase its electric base rates by
approximately $22 million as of May 1, 1983, to
reflect the commercial operation of Kerckhoff 2
Hydroelectric Project (Kerckhof.f 2). PGandE addi-
tionally requested authority to decrease electric
rates under the Energy Cost Adjustment.Clause
(ECAC) by approximately $22 million to pass through
the 1983 fuel savings associated with Kerckhoff 2's
commercial operation. The requested ECAC decrease
will offset the base rate increases as a result,
these proposed adjustments will -not change the
effective electric rates.
Kerckh4ff 2 is an underground hydroelectric
project which will provide approximately 140,000
kilowatts. The Kerckhoff 2 plantoriginally was
planned to go into operation in late 1983. However,
the commercial operation date has been advanced to
May 1, 1983, enabling PGandE toreducethe total
cost of the project and to maximise the opportunity
to utilise this year's excellent hydro conditions.
The proposed base rate increase would allow recovery
of the costs of owning, operating, and maintaining
Kerckhoff 2 for the period May 1 through December
31, 1983. By operating Karckhoff 2 during this
period, PGandE will lower fuel expenses by displacing
more expensive sources of power. These savings are
requested to be passed through to the ratepayers by
decreasing ECAC rates.
The proposed rate adjustments will not raise
PGandE's Electric Department rate of return above
the level last found reasonable for PGandE's Electric
Department by the California Public -Utilities
Commission.
