CENTTRAL AVENUE Thirty plus years ago the City determined that it was in the
City's best interest to remove the existing landscaped
median islands on Central Avenue and replace them with
paving. At that time the Salm United Methodist Church
approached the City indicating that if the city would leave
the two medians bete. en Elm and Locust that they would
maintain them. The City did not remove these medians,
however, they did remove the medians south of Elm Street.
Each of the two medians is approximately 165 feet in length
and 10 feet in width and are planted with lawn. Each median
is sprinkled by a manually operated sprinkler system and
contains two street lights.
The two major alternatives are for the City to take over the
lawn and sprinkler system maintenance or for the City to
remove the existing medians and replace with asphalt
concrete. Shown below is a breakdown of costs for these two
alternatives:
Alternate No. I - City to Take Over Maintenance
Under this alternate, the City would add the maintenance of
these two medians to the City's Landscape Contract. The
additional cost to the City would be approximately $50 per
nwnth for median maintenance plus sprinkler system repair.
Under this alternate, the Church would have to continue to
manually operate the sprinkler system. They have agreed to
take on the responsibility of watering.
Cost to City - $50/month plus miscellaneous sprinkler
repair.

SUBJECT: Request from Salem United Methodist Church for
City to Maintain Landscape Island on
Central Avenue - Elm to Locust
RECOMMENDED ACTION: That the City Council review this data and make the ap-
propriate decision.
BACKGROUND INFORMATION: Under the attached letter dated March 25, 1985, the
Salem United Methodist Church is requesting that the City of Lodi take over the
maintenance of the two landscaped street medians on Central Avenue between Elm
and Locust.
Thirty plus years ago the City determined that it was in the City's best interest
to remove the existing landscaped median islands on Central Avenue and replace
them with paving. At that time the Salem United Methodist Church approached the
City indicating that if the City would leave the two medians between Elm and
Locust that they would maintain them. The City did not remove these medians,

Most medians serve to improve safety and movement of traffic, however, the reason
for these medians is purely aesthetics. All other street medians, with the
exception of Elm Street west of California, are maintained by the City.

The Salem United Methodist Church Trustees are
requesting that the City of Lodi maintain the
island on Central Avenue, on the East side of
Salem Church. This is per our telephone conversa-
tion of March 21.
We realize that it is the city's choice whether to
leave the island in or remove it. Our preference
would be to have the island remain there serving as
a divider strip. We feel this island provides a
safety feature in addition to beautifying our
surroundings.

SUBJECT: Landscape Maintenance Median 100 Block North Central Avenue
Be advised that pursuant to City Council action at its meeting April 17,
1985 the City will maintain the landscaped median in the 100 Block North
Central Avenue, with the exception of watering.
In specific, commencing on May 1, 1985, the City will be responsible to
mow the median weekly, fertilize and edge as needed and maintain the
sprinkler system. It shall be the responsibility of Salem United Methodist
Church to water the median.
