Diagonal Parking
RECOMMENDED ACTION:
1) That the Council deny the request for diagonal parking;
2) If the Council grants the request for -diagonal parking, that the
applicant pay for the necessary street modifications and improvements.
BACKGROUND INFORMATION: Under the attached letter dated February 26,
1987, t e a em Unite Methodist Church is requesting that the City of Lodi
remove and replace the two landscaped street medians on Central Avenue
between Elm and Locust with pavement and install diagonal parking spaces.
Thirty plus years ago, the City determined that it was in the City's hest
interest to remove the existing landscaped median islands on Central avenue
and replace them with paving. At that time, the Salem United Methodist
Church approached the City indicating that if the City would leave the two
medians between Elm and Locust, they would maintain them. The City did not
remove these medians, however, it did remove the medians south of Elm
Street. The existing medians are shown on Exhibit A. Each of the two
medians is approximately 165 feet in length and 10 feet in width and is

Although not recommended because of the accident potential, diagonal
parking can be installed on one side of the street. Because of the street
width (50 feet), both sides cannot be striped for diagonal parking. This
is similar to the downtown parking arrangement. The street width on
Central Avenue near Tokay Street where there is diagonal parking on both
sides is 56 feet. A total of five spaces can be gained by installing
diagonal parking on the east side; three spaces would be gained by
converting the west side. Exhibit B presents the parking layouts.
The vacant lot located across from the church on Central Avenue between the
alley and Elm Street is owned by the church and is 4sed for parking with
alley access. If this lot were ever developed, some of the on -street
parking spaces may be eliminated with the installation of a driveway.

A copy of the attached Council Communication dated April 10, 1985,
was submitted to the Council by Jack L. R-)nsko in response to our
request to him of March 25, 1985.
At that time, per our request, Alternate No. 1 was put into effect
and - the City has d:>ne a fine job in the maintenance of the medians„
However, si ice that time, parking has become quite a problem for
our Church as a nur_ her of apartments have been built in the area and
street parking has become quite limited.
Therefore, we would now like to request that you again review this
problem and consider Alternate No. 2 which consists of the removal
of the medians to be replaced with asphalt. At the same time we would
request the establishment of diagonal parking on Central Avenue in the
old median area as this would give us the greatest parking availability.
Should the City Council approve, we would appreciate receiving an
estimate of what the Church's responsibility would be.
Your consideration of the above regaest will be appreciated.

are shown on the attached Exhibits A and B. Each of the two nedians is approxi-
mately 165 feet In length and 10 feet In widtn and are planted with lawn. Each
median is sprinkled by a mnually operated sprinkler system and contains two
street lights.
The two major alternatives are for the City to take over the lawn and sprinkler
system maintenance or for the City to remove the existing medians and replace
with asphalt concrete. Shown below Is a breakdown of costs for these two al-
ternatives:

Tinder this alternate. the City would add the maintenance of these two
medians to the City's Landscape Contract. The additional cost to the
City would be approximately $50 per month for median maintenance Pius
sprinkler system repair. under this alternate, the Church would have
to continue to annually operate the sprinkler system. They have agreed
to take on the responsibility of watering.

Most medians serve to improve safety and movement of traffic, however, the reason
for these medians Is purely aesthetics. All other street medians, with the
exception of Elm Street west of California, are maintained by the City.

Dear Mr. Ronsko:
The Salem United Methodist Church Trustees are
requesting that the City of Lodi maintain the
island on Central Avenue, on the East side of
Salem Church. This is per our telephone conversa-
tion of March 21.
We realize that it is the city's choice whether to
leave the island in or remove it. Our preference
would be to have the island remain there serving as
a divider strip. We feel this island provides a
safety feature in addition to beautifying our
surroundings.
