Includes: Contingency . . . . . . . . . . . . . . . .12,500 Mini -Computer . . . . . . . . . . . . . . 150,000 Signs . . . . . . . . . . . . . . . . . . . 5,000 Retrofitting busses . . . . . . . . . . .30,000 Fuel Storage . . . . . . . . . . . . . . . . 60,000 Page 2 Comments: Using calculations from a Cal Trans Presentation Total Sales Tax on Gasoline . . . . 716 Million Dollars Total Tax raised by SB 325 for transit, streets, and roads 1/4% of all Sales Tax . . . . . . 340 Million Dollars To compensate for this unexpected money gap, legislature passed AB 620 which now augments 325 revenues by 378 million, of which 55 million is earmarked State Transit Assistance. By a population pro -ration, I estimate that the City of Lodi should receive 1 4 mi11iondollars. To date, I know of no plans for the City to receive these monies. As you shall see, other agencies are eating up what I term Lodi money. If Lodi must expand or enhance the present transit program, and if the Transit Assistance Funds are depleted, then Lodi must dip into its SB 325 funds leaving less money for streets. The Transit Assistance Funds are now allocated as discretionary, or first come, first serve. I severly criticize myself for voting this way, not having even a remote idea that Lodi would be last in line. Action: Approved three-year Federal Hiway Administration and Urban Mass Transit Act claims. ZERO Action: City of Lodi fiscal year 80-81 Transportation Development Act claim amendment. Approved a transfer of 45,000 from transit to streets and roads, thus building that fund to 614,466. Action: Established list of priorities for Federal Aid Urban, Federal Aid Secondary, California Aid Airports, and State Hiway Program Applicable in or about the City of Lodi (State Hiways) Mokelumne River Bridge Lane, Priority #3 out of 16 Cherokee -Hiway 12 turn lane, Priority #8 Federal Aid Urban Stockton Street, Priority #4 out of 17 Hutchins -Route 12 #8 Federal Aid Secondary -none applicable California Aid to Airports -none applicable Action: COG Regional Transportation Improvement Program Federal Hiway Administration, and the California Trans- portation Commission require this document by April 1 of each year. The document contains a variety of planning information pertaining to transportation, transit and Page 3 elements contingent thereto. Staff did mention that Lodi transit information was absent. Stockton Cross Town Freeway and Mokelumne River Bridge Lane are included in the Regional Transportation Improve- ment, but have historically been rejected from the Transportation Improvement Program adopted by the Califor- nia Hiway Commission and the California Department of Transportation. COG Staff and I shall attend the Califor- nia Hiway Commission public hearing and give testimony favoring these projects. Action: San Joaquin County Claim for State Transit Assistance Funds. ,r The County was granted 8,697 to cover 60 days in wages for five.CETA drivers whose wages were terminated. County will return with a request from this fund amounting to approximately 50,000 for the next fiscal year. I vigorously opposed this concept, while watching City of Lodi money fly out the window. Action: City of Escalon Amendment to the RTIP, UMTA Section 18 Grant Escalon's transit funding for the next five years is planned around an expenditure of 327,900 from San Joaquin County, Escalon TDA (minimum), Farebox, UMTA Section 18, and 78,400 from State Transit Assistance Fund. Comment: Gentlemen: For whoever has time to read this message, I leave the COG transportation meeting feeling like a piece of regurgitated hamburger. The City of Lodi is getting punched out. I DO NOT blame Staff for this result as I feel that Staff has not received ample policy direction from Council. May I suggest a meeting in the near future between Council and Staff in an attempt to set a more aggressive program in motion? For your information, meetingsattended Monday thru Sunday April 6-12 Wednesday, April 8 COG Joint Powers Study Committee with: t Supervisor Yoshikawa Supervisor Alva Chuck Dixon, County Administrator Councilmen Fietmeyer, Focha and Fulton Thursday, April 9 Chamber of Commerce Sponsored Youth in Business Day Cities and County, Manteca with Councilman Pinkerton and City Manager Henry Glaves r Page 4 Friday, April 10 COG Transportation Policy Committee This level of COG is advisory to the COG Executive Committee, Councilman Pinkerton representing Lodi Saturday April 11 Record Factory Opening Sunday, April 12 Rap Session with Ed DeBenedetti regarding theft of equipment at Dodgers Stadium, additional softball diamonds, park security, etc. Late Sunday, I learned that a youngster fell from the bleachers. Comment: I stipulate that the small effort which I have put forth in behalf of the City of Lodi measures only franctionally to that expended by my veteran associates. I only mention these events in favor of cooperation and communi- cation. I plan to request Councilman Katnich to meet with the City Manager, and Department Heads Recreation and Police to discuss areas relating to misconduct and vandalism in and about City parks, and remedies thereto. Also, I plan to ask Councilman Pinkerton to research the status of the Lodi Industrial Group, and make a recommenda- tion as to the method which City Council and Staff can be of assistance to this group. I shall request that Councilman Murphy act as my alternate on the Hiway 12 Committee. I am proposing that the City Council meet at least once each year with appointees to the various City Commissions and Boards. I would like to establish a rotating dignitary list, includ- ing all Councilmen, including alternates for Grand Openings, speaking engagements, etc. Your comments will be appreciated. Councilman Hughes is our anchor man on the League of California Cities, and NCPA, nevertheless, I would like him to make any presentations within his purview. I have asked City Attorney Stein to review the Brown Act to find any area therein allowing Councilpersons to have informal group rap sessions. I have written Mrs. Phyllis Lamphere, Regional Director Economic Development Administration, urging her department to allow the City of Lodi a high priority in any future public project funding, citing the long standing storm drainage planning of the City, the high unemployment ratio , the availability and strategic location of our Page 5 industrial Park, and the potential of new jobs, and increased tax base, all hinging upon the storm drainage project. Lastly, I have had the opportunity to have several very productive conferences with City Manager Henry Glaves. As a priority item, we discussed the concentration of storm drainage funds aimed at completing the line from C-1 basin to the river. Concentration in building and development has currently swung from residential to commercial -industrial. The industrial park area of the City is a beehive o r activity. Please take time to drive through those areas. I feel it reasonable to say that if Council and Staff offer our full support and encourage- ment to these eager developers, the City may reap immediate reward from increased tax base, and new jobs. I solicit your comments towards these views. James A. McCarty Mayor Copies: Council City Manager Postscript: Gentlemen: I beg your indulgence one final time in respect to another potential money-maker for our City, namely, our soft -ball facilities. Please try to make time for a drive some weekend touring the City's beautiful and well operated recreational facilities. Lawrence School playground will house two and possibly three first class ball diamonds. Ed has revamped City league schedules, making our current two diamonds available for tournaments, now limited to 16 teams, who pay the City approximately $500.00 for the weekend. With three addi- tional diamonds, and with a number of tournaments greater than the 20 scheduled so far this year, plus a nominal increase in rent, I can see revenues in the scope of $50,000.00 per year from our facilities. Also, we could offer our own participating citizens expanded facilities. A fringe benefit which Councilman Katnich and I brought out last year, is a lesser burden on police, and added tax revenues from Hotel -Motel, cigarettes, sales, etc. Your comments on this matter will be appreciated.
