PGandE also requests authority to establish an Electric Revenue Adjustment Mechanism (ERAM) rate in accordance with Public Util- ities Commission Decision No. 93887, effective April 1, 1982, and to establish forthwith a separate account for the accumula- tion of certain expenses associated with sales of fuel oil, underlift fees and oil inventory carrying costs for later rate recovery and review. Under the Rate Stabilization Plan, PGandE proposes to es- tablish rates that will decrease PGandE's electric revenues about 4.7 percent or approximately $227 million on an annualized basis. This decrease is in addition to the $100 million ECAC decrease effective as of February 18, 1982. If the Rate Stab- ilizati,ln Plan, as proposed by PGandE, is implemented, there is a reasonable prospect that electric raters will be maintained at the requested reduced levels through 1983. In the alternative, under the ECAC, as modified by Decision No. 92496, the April 1 ECAC rate adjustment would decrease elec- tric revenues about 14.3 percent or approximately $229 million for the four-month period beginning April 1, 1982. Under either proposed rate reduction, residential rates will decrease by $227 million or approximately 14.4 percent on an annualized basis. The Rate Stabilization Plan, Electric Revenue Adjustment Mechanism rate and other rate adjustments will not raise PGandE's Electric Department rate of return above the level of 12.2 per- cent last found reasonable for PGandE's Electric Department by the California Public Utilities Commission. PGandE also has requested authorization to include carry- ing costs on take -or -pay payments for gas in the GAC. The amendment updates Application No. 82 02 10 to reflect the effect of more current information on the 1981-82 winter, estimated gas sales, and the unit prices of gas purchased from E1 Paso Natural Gas Company. The proposed rates would increase PGandE's gas revenues about 18 percent or $321 million for the six-month period, April l to September 30, 1982. The increase will not raise PGandEEIs Gas Department rate of return above the level of 12.2 percent last found just and reasonable for PGandE's Gas Depart- ment by the California Public Utilities Commission. The State, the counties, the municipal corporations, and other parties interested in the above-mentioned filing will be furnished a copy of Amended Application No. 87 02 10 with related exhibits, upon written request made to PGandE, 77 Beale Street, P.
