Reimche, Council, on motion of Council Nic�r Pinkerton,
RES. NO. 83-23 Snider second, adopted Resolution No. 83-23 designating the
Lodi News Sentinel as the N�-•wspaper of Record for the City
of IAdi with the understanding that the Lodi News Sentinel
reserves the right to revise its charges in the future upon
60 days written notice.

The City Council in late 1980 was apprised that the Lodi Life and
Times had been certified as a Newspaper of General Circulation
and that it was interested in publishing the official advertising
of the City of Lodi in accordance with the State of California
Government Code Section 6060 et seq.
On December 17, 1980, the City Council directed the City Clerk to
advertise for bids for the Publication of the Official
Advertisment of the City of Lodi.
Following receipt of sealed bids from the Lodi News Sentinel and
the Lodi Life and Times, the City Council, on February 4, 1981,
adopted Resolution No. 81-7 designating the Lodi Life and Times
and the Lodi News Sentinel as newspapers of Record for the City
of Lodi, whereby all Public Hearing Notices would be published in
the Lodi News Sentinel and all legal advertisement calling for
bids and all publications of Adopted Ordinances would be
published in the Lodi Life and Times. Further,. the City of Lodi
reserved the right to send legal publication/official advertising
to any newspaper of general circulation within the C ty of: Lodi
in order to meet a publication.
Several weeks ago the City Clerk received a call from Lodi Life
and Times stating that they would not be publishing their.;weekly
paper the following day. A legal publication was sche fled to be -
published in that edition and arranganeazts were made to publish
the legal publication the following day in the Lodi News
Sentinal, in order to oomply with state statutes.
Since that date we have been unable to reach I the Lodi Life, and
Times by telephone and have not received any further editions of
that newspaper.
it is therefore recommended that the Lodi News Sentinel, by
resolution, be designated as the Newspaper of'Record for the City
of Lodi to publish all legal notices for the .City AoGTaodi° at a
price to be filed with the City Clerk on January 1 of each year,
which price and terms are to be subject to negotiations. Inasmuch
as the Lodi News Sentinel has not had a price change in their legal
advertising costs since June 1979, they are asking to reserve the
right to revise their charges in the future upon 60 days written
notice.

vertising Rate Schedule, together with latest Statement of
Circulation, for the six months ending September 30, 1982.
We will continue to honor the enclosed rates for
the present, but inasmuch as these charges have not been re-
vised since June, 1979, we must reserve the right to.revise
them in the future upon 60 days written notice.
We appreciate very much the fine co-operation which i
we have enjoyed with you and the members of the City staff
in the past, and look forward to a continuation of this re-
lationship.

Council adopted Resolution No. 83-23 (a copy of which is attached
hereto).designating the Lodi News Sentinelasthe Newspaper of
Record for the City of Lodi wherein all legal advertisements
will be published pursuant to State Statutes.
You Will notice that Council concurred with your request to
reserve the right to revise your rates for such advertising in
the future upon 60 days written notice.
A copy of this Tetter and the attached Resolution is being
sent by Certified Mail, Return Receipt Requested to the last
known address of the Lodi Life and Times.

RESOLUTION NO. 83-23
RESOLUTION DESIGNATING THE LODI NEWS SENTINEL
AS THE NEWSPAPER OF RECORD FOR THE CITY OF LODI
RESOLVED, that the City Council of the City of Lodi
does hereby designate the Lodi News Sentinel as the newspaper of
Record for the City of Lodi wherein all legal advertisement for
the City of Lodi will be published according to the provisions of
State Statutes.
BE IT FURTHER RESOLVED, that the Lodi News Sentinel
will file with the City Clerk of the City of Lodi on January lst
of each year the fees to be charged for such legal advertisement.
The Lodi News Sentinel reserves the right to revise its charges for
such legal advertisement in the future upon 60 days written notice
filed with the City Clerk.
BE.IT FURTHER RESOLVED, that all Resolutions or parts
of Resolutions in conflict herewith are hereby rescinded.
