Dear Dr. Richter:
This letter will serve as formal notification of the
Council's actions taken at a regular Council meeting held
April 6, 1983 whereby the Lodi City Council authorized the
Richter Group to prepare plans and specifications to tie in
lease lines into MSC, City Water Pumps, etc. at a cost
of $2,000.00.

I appreciate the opportunity I had to meet with you and the City Council
this past week. I feel that the Council was really "tuned in" to an
upgraded telephone system. I also appreciate that opportunity to discuss
the enlargement of the specifications to include the installation of
city -owned wire between facilities.
As I told boh you and the Council, our present contract is for a telephone
system, only --developing a specification for outside -plant wiring cannot
be considered part of a normal municipal telephone system activity.
However, since Lodi has its electric utility and the associated
__rights-of-way, it is wise to consider city -owned and city -provided outside
wiring to key locations.
I would be glad to incorporate such a task into the bid specifications.
Since this would exceed the scope of the present effort, additional
coverage would be required. This letter defines the scope of this
additional specification development and confirms my verbal quotation of a
$2000, fixed-price increase to the current contract to cover development
of a generalized outside plant wiring specification for your RFP.
Your mayor correctly noted that considerable engineering would be involved
for such an outside -plant wiring effort. I do not propose to do such
engineering for this price, but instead offer to develop a generalized
specification to which various bidders can respond in a uniform manner.
This effort would involve identifying the key addresses in Lodi to which
wire service will be required; identifying the most reasonable routes
between these, the City Hall, and the Municipal Service Center; reducing
these to a written bid specification; and incorporating it in your RFP.
The specification will contain sufficient quality -assurance provisions to
ensure that the city will obtain a quality product. The vendors should
have the opportunity and be encouraged to engineer the job according to
their own technology and work practices; the various engineering
approaches will be evaluated during the bid -analysis process.
