Council was apprised that this. project includes the
installation of a 4 ft. high, vinyl -coated fence along the
rim of the stadium. Alternative fencing was evaluated and
due to the high cost (more than double this fence), they
were not included in the specifications. Problems
involving the bids received were outlined for Council's

Council adopted Resolution, No. 86-51 awarding the contract
for "Lodi Grape Bowl Interior Fencing" to Frontier Guardco,
Inc. in the amount of $17,314.50.

RECOMMENDED ACTION: .That the City Council award the contract for the above project
to Frontier Guardco Inc. in the amount of $17,314.50.
BACKGROUND INFORMATION: This project includes the installation of a 4 ft. high,
vinyl -coated fence along the rim of the stadium. Alternative fencing was evaluated
and due to the high cost (mare than double this fence), they were not included
in the specifications.
Award of this project was not included in the regular Council agenda due to some
problems with the bids that had to be resolved. These are discussed below. It
is being brought to the Council as a non -agenda item in order to expedite early
completion of the work. The stadium will be used for City league softball five
days a week during May and for graduation ceremonies, June 11, 12 and 13. The
work must be completed for the graduations and it is desirable to have it done
for the softball games. By awarding the contract on April 3, the work will be
completed in early May. Waiting until April 16 will delay completion until late
May and leaves little room for unexpected delays.
The problem with the bid involved an addendum to the specifications. The apparent
low bidder (Economy.Fence) was aware of the addendum and mailed an amended bid
which was riot in the City's hands at the time of the bid opening. They indicated
in a telephone conversation that their amended bid was $19,465.40, and they were
aware of the second bid of $17,314.50.
The second bidder (Frontier Guardco Inc.), was also contacted and is aware of
all the requirements of the specifications and wishes to proceed with the project.
Plans and specifications for this project were approved on February 19, 1986.

WHEREAS, the City Manager recommends that award
be made to the low bidder, Frontier Guardco, Inc.
NOW, THEREFORE, BE IT RESOLVED by the City
Council of the City of Lodi that award of contract for Lodi
Grape Bowl Interior Fencing be and the same is hereby made
to Frontier Guardco, Inc., the low bidder, in the amount of
$17,314.50.
