At its regular meeting of March 19, 1986, the City Council
briefly discussed the matter of electrical rates as charged
by both the City of Lodi and the Pacific Gas and Electric
Ccupany. The staff was directed to present data supporting
the statervant that rates, and as a result, actual bilis j
received by consumers, are approximately 15% lower for
customers served by the Citv of Lodi versus custorWars

utilities and the ultimate result on the actual electric bill. A copy of

RATE COMPARISON BASIC ASSUMPTIONS:
1. Average annual usage based on assumptions below would be 550 kilowatt-
hours per month.
This assumption is supported by the PG&E 1985 Annual Report,
page 42, which states that Average Annual Residential Consumption
is 544 kilowatt-hours per month.
2. Energy usage varying between 350 kilowatt-hours per month as a low
usage during winter to 800 kilowatt-hours per month as a maximum
usage during the stammer.
3. Typical Family Residence:
a. Approximately 3 family members.
b. Two-bedroom home.
c. Approximately 1,500 square feet living space.
d. No electric heat.
e. Air conditioning and normal electrical appliances, including
washer and drier.

DOMESTIC SERVICE
APPLICABILITY:
Canceling Ordinance No. 1.321
Domestic service is applicable to domestic lighting, heating, cooking and single-
phase domestic power service in single-family dwellings and in flats and apartments
separately metered by the City and to single-phase service used in common for residen-
tial purposes by tenants in multi -family dwellings.
RELIABILITY:
The City will endeavor at all times to provide a regular and uninterrupted supply
of service, but in case the supply of service shall be interrupted or irregular or
defective or fail from causes beyond its control or through ordinary negligence of
employees, servants or agents, the City will not be liable.

Fuel Cost Adjustment:
A fuel cost adjustment will be included in each bill for service. The
adjustment amount shall be the product of the total kilowatt hours for which
the bill is rendered times the adjustment amount per kilowatt hour. The
adjustment amount per kilowatt hour will be calculated to recover fuel cost
amounts charged the City by the Pacific Gas and Electric Co-., Northern California
Power Agency and other suppliers of bulk power.
SPECIAL CONDITIONS:
(a) When a business or commercial establishment is conducted in conjunction
with a residence and both are measured through one meter, this rate does not apply.
(b) Service on this schedule will be supplied at the single-phase secondary
voltage available - either 120/240 or 120/208 volts.

SCHEDULE D-1 -- RESIDENTIAL SERVICE
APPLICABILITY: This schedule is applicable to sing?e-phase residential service in single-family
dwellings and in flats and apartments separately metered by the Utility; to single-phase service
in cocoon areas in a multifamily Complex; and to all single-phase farm service on the premises
operated by the person whose residence is supplied through the same meter.

SPECIAL CONDITIONS:
I. ANNUAL TRACT: For customers who use service for only part of the year, this schedule is
applicable only on an annual contract.
2. BASELINE RATES: Baseline rates are applicable only to separately -metered residential
use. The Utility ma) require the customer to complete and file with it a Declaration of Eligibility
for Baseline Quantities for Residential Rates.

4. ALL -ELECTRIC QUANTITIES (Code H): All -electric quantities are applicable to service to
customers with permanently -installed electric heating as the primary heat source. All -electric
quantities are also applicable to service to customers of record as of November 15, 1984, to whom
the former Code W (Basic plus Water Heating) lifeline allowance was applicable on May 15, 1984, and
who thereafter maintain continuous service at the same location under this schedule.

TYPE OF SERViCE: Alternating current for lighting, heating, cooking and miscellaneous
service will be 60 cycle, single-phase, twc- or three -wire service, 1220 and 240 volts;
except that for loads exceeding certain limits set forth in Rule No. 2, three phase will be
supp'.ied.
Alternating current power service will be single-phase or three-phase 120 volts, 240
volts and 480 volts.
Alternating current power service for motor installations of 7� horsepower or over, in
general will be three-phase; for installations of less than 7> horesepower se -vice will be
single-phase except that motor installations of three horsepower or more capacity may be
supplied with three-phase service under the General Service, General Power or Agricultural
Power Schedules.
All voltages referred to above are nominal voltages, the actual voltage varying with
local conditions.
3. PROCEDURE TO OBTAIN SERVICE: Any person'or corporation whose premises are adjacent to the
Utility's distributing lines can obtain service by first signing an application (or, in
certain classes of service as shown by these schedules, a contract) on the regular form used
by the Utility at the time and for the particular class of service desired. Applicant will
be required to make satisfactory establishment of credit as hereinafter set forth. Where an
extension of the Utility's lines is necessary, or a substantial investment is required to
supply service, applicant will, upon application to the Utility, be informed as to the
conditions under which service will be supplied. Applicants for service must also bring
themselves within and comply with the establishment rules of the Utility hereinafter given.
4. ESTABLISHMENT OF CREDIT AND DEPOSITS: After making proper application for electric service,
it will be necessary, before this service can be rendered, for applicant to establish his
credit with the Utility in accordance with Rule No. 6 hereinafter set forth.
When credit is established by making a cash deposit, such deposit shall be made in
accordance with Rule No. 7 as contained in the Rules hereinafter set forth.
5. GENERAL:
a. Measurement of Electric Energy: Unless otherwise provided in the applicable tariff
schedules, all electr°c energy supplied to customers by the Utility will be measured by
means of suitable standard electric meters except where energy supplied to highway sign
lighting, traffic control devices, communication system amplifiers or other loads can be
accurately determined from load and operating time or other relevant data and where, in
the opinion of the Utility, the installation of a meter is impractical.
b. Discounts- All rates hereinafter listed are net rates and are not subject to discount,
unless specifically stated on the schedule.
c. Discoun's for Advances by Customers: No discounts in unit rates are allowed in
conbideration of customers advancing funds.
d. Lamp Service: The Pacific Gas and Electric Company does not supply free lamp renewals
for commercial or residence lighting.
e. Standard Riders: No standard riders are used by the Pacific Cas and Electric Company.
S. SERVICE IN CITIES AND TOWNS NOT GENERALLY SERVED BY THE UTILITY: In territory where Utility
supplies electric service to customers situated within the limits of an incorporated city or
town not generally supplied with electric service by the Utility, the service will be billed
in accordance with the provisions of the aipplicable system -wide schedule.
7. SYMBOLS: When any change is proposed on any tariff schedule, attention shall be directed to
such change by an appropriate character along the right-hand margin of the official copies
filed with the Commission, utilizing the following symbols:
(C) To signify changed listing, rule, or condition which may affect rates or charges
(D) To signify discontinued material, including listing, rate, rule or condition
(1) To signify increase
(L) To signify material relocated from or to another part of tariff schedules with no
change in text, rat-, rule or condition
(N) To signify new mterial including listing, rate, rule or condition
(R) To signify reduction
(T) To signify change in wording of text but not change in rate, rule or condition
