BACKGROUND INFORMATION: City Council, at their last regular meeting, instructed tFat the above Item—"&e—placed on the Agenda for this meeting with the understanding that the matter would be open to public discussion at that time. The Public lurks Department has sent out the attached letter to the people on Dartmoor Circle and Century Blvd. indicating that the meeting is being held and that they were in- vited to discuss restricted or permit parking. It is assumed that they will be in the audience to Indicate their concerns. Attached is a copy of the City's existing Ordinance related to permit parking. Police and Finance Departments were requested to comment on any concerns they may have. A copy of their Memos is attached. It is felt that if permit parking is going to be considered, that some type of guidelines should be set up for its use. These guidelines should at least Include such items as: ar a 1. Minimum�b preferential parking, 2. Petition requiring 1/2 or 2/3 approval from residents living within proposed area. 3. Traffic survey on streets to confirm problem and best solution (i.e. On -street parking supply, Off-street parking availability, parking supply vs peak occupancy demands, average vehicle turn -over), 4. Problems with limited restricted parking without use of permits. 5. Review of enforcement ;problems and actual City costs ($3.00/$1.00 per existing ordinance will not cover City's actual cost. $3.00 barely covers cost of sign and will not cover post, installation, enforcements 0 6 M, etc.). The Council Is aware, i am sure, that vie have had similar requests for similar parking in other areas, and that approval of permit parking, In accordance with V"i `rdinance attached, will probably generate many other requests In areas where parking Is presently restricted or is a problem. If permit parking is approved, It probably should be limited to 9:00 A.M. to 3:00 Pals on school days with unrestricted parking at all other times. L. MIN City Attom y The City Council, at the request of the principal of Tokay High School, is considering an extension of the parking restriction time limit on the south side of Century Blvd. between Ham Lane and Scarborough Drive, The existing conditions prohibit parking on school days between the hours of 9:00 a.m. and 10:00 a.m., and between 12:30 P.m. and 1;30 p.m. The proposed change would extend the restriction to 200 P.m. (ado parking i 9:00 aero w 10:00 a.m. and 12:30 Peres - 2:30 p-rPi,) In reviewing the proposal with people in the arca, we hava received several requests to extend the restriction on Dartmoor Circle to 2:30 P.m. also. This would keep people now parking on Century Blvd, from 1:30 P.m. to 2:30 P.m. from parking on Dartmoor Circle Instead. I agree with his comments and believe our primary concern is in the area of safety and movement of vehicles. The only alternative the police department has In the parking on Hutchins Street is to Invoke very rigid and strict enforcement procedures - which will help to alleviate the problem but will cause a great deal of dissension among the users of the Racquet Ball Club and the people living in the area. As this has been a concern of the Council and the people effected, our en- forcement has been only in the area of flagrant violations.
