As you are no doubt award, HR 4103 establishes a national cable teleconminications policy and sets a regulatory framework to clarify local, state, and national authority. While this legislation is based on a compromise reached early last year by the National League of Cities and the National Cable Telecoma mmications Association. the League's full membership has subsequently reconsidered Its earlier support of the compromise. Recently. the two groups, along with the U.S. Conference of Mayors. have begun a new round of negotiations to narrow their differences. It is anticipated that these discussions will be concluded -within the next few weeks. Due to the nature of HR 4103. 1 would greatly appreciate the benefit of your views of the legislation from the local perspective. The full Energy and Cam a rce Cor►rm►i t t ee is expected to consider HR 4103 in the near future, following the conclusion of the latest round of negotiations, and the House is e.Vected to debate the bill shortly thereafter. Your comments would therefore be most helpful as I consider HR 4103 and its impact on the nation, cities and consumers. STEIN City Attorney At the recent Cities and County meeting, a discussion was held regarding H.R. 4103 known as the "Cable TeleconTnunication Act of 1.983". At the request of hiayor Pro Tempore Snider, we have enclosed a copy of City of Lodi Resolution No. 84-026 expressing the city's concern regarding this bill and requesting Congressman Norman ShLmNay to correspond with Congressman John Dingill, Chairman of the House Energy and Camerce Ccamittee regarding these concerns and further requesting Congressman Shumvay to oppose this bill if it reaches the House floor in its present form.
