Elm Street, Lodi, to Remove Two Landscaped Street Medians on Central Avenue Between Elm and Locust Streets to Allow for Diagonal Parking RECOMMENDED ACTION: That the City Council refer this item 'Lo the P:iblic Works Department or evaluation and recommended action. BACKGROUND INFORMATION: Attached is a copy of the request received from S.a.em Unite Flet odist Church dated February 26, 1987, requesting removal of the medians on Central Avenue between Elm and Locust and.rep.iacing the parallel parking with diagonal parking. If the Council desires additional and updated information on this request, it is suggested that this item be referred to staff and the item be placed on a future Council genda or discussion. ruvr Wim. ..... ., .. Ror.sko in response to our request to him of March 25, 1985. At that time, per our req lest, Alternate No. 1 was put into effect and the City has done a fine job in the maintenance of the medians. However, since that time, parking has become quite a problem for our Church as a number of apartments have been built in the area and street parking has become quite limited. Therefore, we would now like to request that you again review this problem: and consider Alternate No. 2 which consists of the removal of the medians to be replaced with asphalt. At the same time we would request Lie establishment of diagonal parking on Central Avenue in the old median area as this would give us the greatest parking availability. Should the City Council approve, we would appreciate receiving an estimate of what the Church's responsibility would be. Your consideration of the above request will be appreciated. The City did not rerove these medians, hor"ever, they did renove the medians south of Ein Street. The existing medians are shown on the attached Exhibits A and B. Each of the two nedians is appraxi- mately 165 feet in length and 10 feet in width and are planted with lawn. Each median is sprinkled by a manually operated sprinkler systen and contains two street lights. The two major alternatives are for the City to take over the lawn and sprinkler for the City to remove the existing medians and replace system maintenance or with asphalt concrete. Sbown below is a breakdown of costs for these two a'- ternatives: Alternate No. I - City to Take Over maintenance z llndlr chis alternate, the City would add the maintenance of these two medla�es to the City's Landscape Contract. The additional cost to the City would be approximately SKQ per tenth for median maintenance Plus sprinkler system repair. Under this alternate, the Church would have _ to continue to manually operate the sprinkler system. They have agreed to take on the responsibility of watering. Ail other street medians, with the L. exception of Elm Street west of California, are maintained by the City. .lack L. This is per our telephone conversa- tion of March 21.. We realize that it is the city's choice whether to leave the island in or remove it. Our preference would be to have the island remain there serving as a divider strip. We feel this island provides a safety feature in addition to beautifying our surroundings. SinT,erely, Harry R.
