ADOPT RESOLUTION SUPPORTING TfIE CALIFORNIA MAIN STR= PROGRAM
Assistant City Manager
RBCCMIENDED ACTION: the City Council submit an application to the
California Department of Commerce for Lodi to be
selected a Main Street city and direct the City
Manager to coordinate the application submittal.
BACKGROUND INF101MTION: The California Main Street Program is dasigned to
provide technical assistance to Main Street.Cities
to preserve and revitalize their downtowns. The
Lodi Downtown Business Association (LDBA) has been diligently working to
prepare an application for selection as a Main Street city.
One of the requirements for selection is an assurance that the revitalization
program will be an ongoing one. In order to provide start-up costs, staff has
reccxmnded that $50,000 of CDBG funds be pledged toward the funding of the
program.
The LDBA is oamdtted toward estzblishing a Business Improvement District whdch
will assure a funding source for the continuation of the program.
A copy of the resolution and letter of submittal to be signed by all mfrs of
the City Council, are attached.

RESOLUTION AUTUORIZING PARTICIPATION III Ti-
"MAIN STREET" PROCzRAM AND DESIGWING TtM
CITY MANAGER TO COORDINATE ALL PROGRAM ACTIVITIES
WHEREAS, the California Main Street Program has beer. established in
the California Department of Cafinerce to assist small cities and towns to
develop a public/private effort to revitalize the "Main Street" areas; and
WW -W -AS, five California cities and/or towns will be elected to
Participate in the program for a three-year period; and
WHEREAS, the City of Lodi agrees, if selected, to participate in the
California Main Street Program in accordance with the proven strategies
developed by the National Main Street Center and adopted by the State
Department of Commerce.
NOW, TEiMEF'ORE, BE IT RESOLVED By THE CITY COUNCIL OF TEE✓ CITY OF LODI:
SECTION 1.. That the City of Lodi applies for selection to participate in the
1987 California Main Street program with the specific goal of
revitalizing the central business district within the context of
preserving and rehabilitating its historic and culturally
sicrnificant buildings.
SECTION 2. That the City of Lodi fully supports the concept of a full-time
Main Str-eet project manager and will appropriate from CDBG funds
$50,000 toward this purpose, and further endorses the formation of
a Business Improvement District and intends to approve an
appropriate plan to guarantee sufficient funding to continue the
project into the future.
SECTION 3. That the City Manager be designated to submit the application.
