BACKCROUND IINFI)RNIATION: With the age-ndu packet for the last reg.,,lar Council
meeting, the City Council re-c-eivec: a co.-, of a nEemr
concerning the County of San JoaC_riuLn.'s intention to
implement a Vetucle Tarping Progriun effective April 1, 148%. A copy of that
rr.:.mo and the County's letter to the City Manager is attached (Fxhibit A) for
your information. The County recvests that the City endorse tt,e program to
increase public awareness and acceptance of the program. Mayor Reid has
suggested that the City Council may wish to consider implementing a similar
program within the City limits, perhaps in cooperation with Sanitary City
Disposal Co:rpany. The staff will be prepared to respond to tYEis suggestion at
Wednesday night's meting. It is the staff's position that such a program
within the City limits would be beneficial, but the enforcement mechanisir would
have to be well defined. The reaction of other cities in t?- CoLnty has been
positive.

County of San Joagt-,.n advising the City of Lodi of the Cotlr:ty's Vehicle
Tarping Program scheduled to be placed in effect April 1, 2957. The
Program approved by the Board of Supervisors at its regular meetLng of
February 10, requires the covering of certain loads Hauled to
County -operated landfills.
The County requests the City's endorsement of the program to increase
public awareness and acceptarice. This matter will be placed on the agenda
for the regular City council meeting of Wednesday, March 18, 1987,

The cost of litter cleanup on County Facilities is substantia:.
1.^. fiscal year 1985-86, San Joaquin County spent over $166,000
to clean up Etter from County rcads, channels, streets and
parks.
The problem of 'Littering is particularly severe on the roadways
eading to disccsal sites because of the large nuniber of

1 _s litter...^g -s a constant source of irritation, and rightly

live with this careless and illegal activity of others.
Littering is one of the major concerns expressed by citizens who
live in an area in which a disposal facility is proposed. The
County has an obligation to these residents :to do what it can to
establish programs which will reduce litter created by careless
users of its discosal facilities.
To combat this litter problem, the County has passed
anti -littering laws which require that loads be covered on
vehicles transporting waste to disposal sites (Ordinance Section
5-2502). However, due to the difficulty in enforcing these laws,
littering continues to be a problem.
In an effort to reduce the impact of littering, the County
utilizes County employees, Alternate Work Program participants
and General Relief' Program participants to physically work the
roadways and pack up the litter. Although much of this labor is
"free" to the County, litter removal is still costly. This
approach is not very effective, in that it deals with the results

manner.
Often,
more effective approaches in dealing with this problem are
aimed at getting disposal site users to cover their loads before
driving to a disposal site. The California Waste Management
Board (CWMB) encourages local gove-nn eats to scl.e or reduce
litter problems establishing programs wh; c t are erfective in
getting waste leads covered.

purchasing an inexpensive tarp (53.50 5.00) at the disposal
site entrance in lieu of being charged t e double fee. The
revised ordinance was advertised extensively before program
i:noieme ntation_
As a result of the program, the approach routes
to the disposal facilities were noticeably free of litter; and,
the City was able to achieve a 90% compliance rate without alias
noticeable increase in illegal dumping. Portland's program
been in effect now for over six years.
A similar vehicle tarping program is recommended for San Joaquin
County. The County has an Ordinance Code provision, Section
5-2502, which requires loads to be covered and secured whileoard
being transported. Therefore, it is not necessary
for teof Supervisors to adopt an ordinance similar to the one adapted
by the City of Portland. However, it is necessary that the Board
adopt a Resolution which establishes that:

outlining the program will also be posted at the entrance gate of
eac disposal site prior to implementing the program.
Generally, the procedure that will be followed by the cashiers at
the vmarious disposal sites once the prograis in effect, is as
follows:
1, As a vehicle arrives at the entrance gate, the cashier will
determine whether or not a tarp is required based on
established guidelines. (Attachment B)
2. If- the vehicle is tarped or a tarp is not required, the user
will be a'_lcwed to dump at the regular posted rates.
3. if the vehicle is not tarped and a tarp is required, the user
will be advised that a tarp is required and that:

a. Double the disposal fee will be charted; vy
b. A tarp may be purchased in lieu of paying the double fee
for certain vehicles.
In the event a user refuses to pay the double fee or purchase a
tarp, the user will not be allowed to damp at the site. Also,
the cashier will inform the user that their vehicle license
number will be recorded and submitted to the Sheriff's Department
for follow-up. Endorsement of the program, prior to its
implementation, will also be sought from the various cities in
the County, the California Highway Patrol, Caltrans, and the San
Joaquin. County Sheriff's Department.
It should be noted that adootion of the above policy will not be
.:!cpular with those who are hauling their waste in uncovered
ve^id es. Also, regardless of how far in advance the notice is
c;ven and how extensive the program is advertise?, there will be
,;re -s w will compiair, that they did not know and, therefore,
should' not have to comply. it is anticipated that, initially,
complaints will be received. In order for the program to be
ef-fective, exceptions must nct be allowed after the start-up
date.
FISCAL. IMPACT:
The start-up cost of the program is approximately $7,500
calculated as follows:

An additional $500.00 will be earmarked to cover the cost of
reolenishing the supply of fliers. The source of funding for
these expenditures is the Solid Waste Enterprise Fund.
A perpetual inventory of tarps will be maintained which will
facilitate and minimize the required recordkeeping. It is
anticipated that the cost per tarp to the County will be about
$4.00. The tarps will be retailed at purchase cost plus a 108
handling cost and applicable sales tax. Therefore, initially,
the tarps will be sold for about $4.75.
The cost of the tarps to the County will vary occasionally, which
will require the re-establishment of their retail price. It is
recommended that the Board delegate the authority to establish
the retail price of the tarps to the Director of Public works.
The Resolution adopting the vehicle Taroing Program incorporates
the granting of this authority to the Director of Public Works.

ENDORSING THE IMPLEMENTATION OF THE
COUNTY OF SAN JOAQUIN VEHICLE TARPING PROGRI14

WHEREAS, the cost of litter cleanup on County
