SUBJECT: Extending "No Parking" Restrictions
RECOMMENDED ACTION: That the City Council consider extending the "No Parking"
restr ct ons on the :out side of Century Boulevard between Dartmoor Circle (west) and
Dartmoor Circle (east) to 2:30 p.m.
BACKGROUND INFORMATION: In November, 1977, and April, 1980, the City
Coun-climlopted resp ut arss pro ibitFng parking in certain areas in the vicinity of
Toltay High School between 9 a.m. and 10 a om and between 12:30 porn. and 1;30 p.m.
The school has now requested that the restrictions be extended to 2:30 p.m. In the
area shoran on Exhibit A. A letter from Orlando Spero, Assistant Principal at Tokay
High School, stating their reasons for making this request is attached.
in OL:Ober, 1980, we received a similar requess from Constantine Baronoff, Director
of Facilities and Planning, I_.U.S.D., regarding this some matter. In November,
we informed Mr. Baranoff that our Department and the Police Department had mods
a number of o rvat;orfs In the area and had not observed any problems which we
felt could be oc;rected by extending the "No Parking" restriction.
One problem we foresee Is that different time restriction in the some general a
may cause some confusion to motorists
If th® request is granted, there are two signs that would need to be charged by the
City. This can be done on the existing sign by altering 12:30 p.m 1:30 p.m. to
read 12:30 p.m. - 2.30 p.m.
A copy of this communication has been sent to Mr. Barainoff and Mr.
the matter Is being pearsued, we expect a representative of the school
the Counci I ting to answer any questions

Dear Mr. Ronsko,
Would you please consider initiating the process for a change
of parking regulation concerning the signs on the south side of
Century Boulevard across from Tokay High School? At present, the
no parking regulation is in effect from 9:00 to 10.00 a.m. and again
from 12e(N to 1:30 p.m. on school days only, This has proved to be
inadequate at the close of the regular school day.
Sonce the majority of our students are bused (about 70% , it is
proving; dangerous to have cars parked along Century Boulevard at the
end of the day. This creates a problem for the school buses as they
enter and exit the bus loading area. Several near accidents have
occurred: pedestrians running across the street to the parked cars
and cans suddenly pulling away from the curb in front of the buses.
It is our suggestion that you consider lengthening the B4tno parking
tient from 1030 to 2030 p.m.
We wish to pursue this matter through to a conclusion. If a
presentation is needed at any level, please let me know. I or one
of the school administrators would be happy to help in any ray
possible. Thank you.
Sincerely,
4

City Clerk
RONALD M. STEIN
City Attorney
The City Council, at the request of the Principal of Tokay High Sch;>ol,
Is considering an extension of the parking restriction time limit on the
south side of Century Blvd. between Ham lane and Scarborough Drive.
The existing conditions prohibit parking on school days between the hours
of 9:00 a.m. and 10:00 a.m., and between 12:30 pato and 1:30 p.m. The
proposed change would extend the restriction to 2:30 P.M. (No parking
9:00 a.m. W 10:00 a.m. and 12:30 p.m. - 2:30 p.m.)
In reviewing the proposal with people in the area, we have received
several requests to extend the restriction on Dartmoor Circle to 2:30 p.m,
also, This would keep people now parking on Century Blvd. from 1:30 p -m.
to 2:30 p.m. from parking on Dartmoor Circle Instead.
Since you may be affected by this change, we are asking that you return
one copy of this letter to us, with the appropriate square checked, by
Friday, March 13, 1981, or call Marvin Davis or myself at City Hall,
334-5634 to discuss the matter. The City Council will also discuss
the proposal further at their meeting of March 18, 1981, 8:00 p.m.,
City Council Chambers, City Hall, 221 W. Pine and you may wish to
attend the meeting to talk about your concerns.
