For this reason, I will be introducing a Constitutional Amendment to repeal the full-time legislative system in California. The need for this change is shown by the meaningless number of bills that are introduced each session, the present financial crisis of the state and the ever- growing cost of the legislative operation. Unfortunately, the Amendment is not expected to be received favorably by the Legislature, for not many will want to curtail his or her job and salary. However, there are to date, 20 coauthors to the bill. Enclosed is a copy of a resolution passed by the City Council of the City of Pomona. They believe, as I do, that the re-establishing of a part -'time Legisla- ture would be a major step to fiscal sanity. With the backing of the city councils of California, this amendment will get the legislative consideration it deserves. Only citizen awareness and support can accomplish this. HLR/cmg Enclosure MAR 15 1982 I RESOLUTION NO. 82-46 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA SUPPORTING A RETURN TO A PART-TIME 3 STATE LEGISLATURE WHEREAS, The City Council of Pomona has been informed that s Senator H. L. Richardson plans to introduce legislation to return the 6 State Legislature back to a part-time basis due to the inefficiency 7 and excessive cost of a full-time Legislature; and ! WHEREAS. the Pomona City Council has expressed its concern on f many occasions that the full-time Legislature has introduced an excessive 10 number of legislative bills each year causing cities additional expenses 11 simply to keep track of the legislation; and 12 WHEREAS. many of the laws passed by the Legislature have caused 13 additional cost to cities and the Legislature has gone to extremes to 14 circumvent legislation they passed which requires the state to reimburse 1S cities for these additional costs. thereby indicating a total disregard 16 for city, county and special district agencies budgetary constraints 19 after Proposition 13; and It WHEREAS. the City Council of Pomona believes that the part-time 1! Legislature prior to 1966 was more responsive to local governments' 20 concerns than the full-time Legislature: NOW. THEREFORE. BE IT RESOLVED by the Pomona City Council that 22 it wholeheartedly supports the proposal of Senator H. L. Richardson to 23 return the State Legislature to a part-time basis.
