The last detemination of functional usage in the City was shortly after the 1970 census. Since that time, the City of Lodi has expanded its boundaries and road system and, as a consequence, there are sane changes that need to be made. A smple resolution covering the new system was presented to the Council with exhibits indicating the cha;iges. The exhibits have been reviewed by CAL TRANS going to the County and C.O.G. for oonfirrmtion that all the various systems in the cities and comty are coordinated. Designation of the various streets as FAU routes is based on usage, the General Plan, and criteria established by the Federal Government. The designation of additional streets will broaden our choices on which streets FAU funds can be spent. FIDE.RAI. CITY OF LODI PUBLIC WORKS DEPARTMENT COUNCIL COMMUNICATION TO: City Council FROM: City Manager DATE: March 10, 1983 SUBJECT: Urban Limits, Functional Classification, and Federal Aid Urban System RECOMMENDED ACTION: That the City Council adopt a resolution determining the urban limits, t e unctional classification of roads within those urban limits, and designating certain roads to be in the Federal Aid System. BACKGROUND INFORMATION: The Department of Transportation is in the process of updating all of the various Federal Aid Systems in the State for the Federal Government. The last determination of functional usage in the City was shortly after the 1970 Census. Since that time, the City of Lodi has expanded Its boundaries and road system and, as a consequence, there are some changes that need to be made. A sample resolution covering the new system is attached with exhibits indicating the changes. The exhibits have been reviewed by CAL TMANS and we have their tentative approval. The maps and resolution will also be going to the County and C.O.G. for confirmation that all the various systems In the cities and county are coordinated. Designation of the various streets as FAU routes is based on usage, the General Pian, and criteria established by the Federal Government. The designation of additional streets will broaden our choices on which streets FAU funds can be spent. City Manager FILE 40. i�j2, RESOLUTION NO. 83 - RESOLUTION DETERMINING URBAN LIMITS, FUNCTIONAL CLASSIFIUATION OF ROADS, AND DESIGNATING CERTAIN ROADS TO BE IN THE FEDERAL -AID SYSTEM WHEREAS, the Federal Highway Administration has requested revised urban limits to reflect the 1980 Bureau of Census boundary; and WHEREAS, the currently approved functional classification of all streets and roads has been reviewed; and WHEREAS, under regulations issued by the Secretary of Transportation under the Federal -Aid Highway Act (Title 23 U.S. Code), the CITY, with the concurrence of the California Department of Transportation, has been designated to select a Federal -Aid Urban System in this CITY. NOW, THEREFORE, BE IT RESOLVED AND ORDERED by the City Council of the City of Lodi, State of California, that: 1. This Council concurs in and approves the urban limits as shown on EXHIBIT A. 2. This. Council concurs in and approves the addition of the following collectors to the. Federal -Aid Urban System eligible for Federal Aid in the Lodi Urban Area, State of California, subject to the concurrence of the California Department of Transportation and approval of the Federal Highway Administration: Cluff Avenue, from Lodi Avenue to Turner Road; Turner Road, from Highway 99 to Cluff Avenue; Lodi Avenue, from Beckman Road to Cluff Avenue; Haag Lane, from Centruy Boulevard to Harney Lane; Harney Lane, from Ham Lane to Hutchins Street; Woodbridge Road, west urban limit to Lower Sacramento Road. Dated: February 16, 1983 I hereby certify that Resolution No. 83- was passed and adopted by the City Council of the City of Lodi in a regular meeting held February 16, 1983 by the following vote: Aye: Council Members - Noes: Council Members - Absent: Council Members - ALICE M.
