We are in receipt of a certified copy, of Resolution No. 597 before the
Local Agency Formation Commission of San Joaquin County - Resolution
approvin the White Slough No. 3 (Non -Contiguous) Annexation to the City
of Lodi ?LAFC 1-84).
This Resolution determines that the City of Lodi is desigaaated as the
conducting agency and authorizes the City to proceed in accordance with
the appropriate provisions of the Municipal Organization Act, without
public notice and hearing.:
Following certification by the Lafco Executive Officer of the City's
application, the commission held a public hearing on the proposed
annexation on February 17, 1984 and thereafter adopted Resolution No. 597.
Recommended Action: That the City Council of the City of Lodiadopt the
attached proposed Resolution ordering the Annexation of White Slough No. 3.

a) Preliminary proceedings for the annexation of
certain described non-conalguous. City owned
territory to the City of Lodi were initiated
by the filing of Resolution No. 84-010 with
the Local Agency Formation Commission in the
County of San Joaquin pursuant to the reduIre-
ments of the Municipal Organization Act
b) Thereafter, appropriate proceedings were
cocxiucted by the said Local Agency Formation
Ocami-ssi on and the said Cam:d ss ton on the
ITth day of February. 1984; adopted a
resolution approving the proposed Annexation
subject to certain conditions.
c) Resolution No 597 of the Local Agency
Formation Commi-ssion approving the proposed
annexation also authorised the City of Lodi
to take proceedings for anxwxattm as the
designated conducting agency in accordance
with Section 35012 of the Government Code.
Section 2 - RE90LVID by the City Council of the City of
a) That the proposal for annexation is CES
without an election, pursuant to Government
Code Section 35012. The change of Organization
consists of:
1) Annexation of the mite Slough No. 3 area
non-contiguous to the City of Lodi (LAFC
1-84).

City of Lodi in a regular meeting held March 7. 1984

RE: PROPOSED WHITE SLOUGH NO. 3 (NON CONTIGUOUS) ANNEXATION
TO THE CITY OF LODI (LA -PC 1-84)
Gentlemen:
We hereby transmit a certified copy of this Commission's
Resolution No. 527 approving the above entitled proposal
and authorizing the City to conduct
subsequent proceedings.
Upon successful completion of subseq=uent proceedings, your agency
must request that LAFCo execute and file a Certificate of
Completion and Statement of Boundary Change. Such request must be
accompanied by six certified copies of your resolution ordering
the boundary change and a check payable to the State Board of
Equalization covering its filing fee.

BEFORE THE LOCAL AGENCY FORMATION COMMISSION OF SAN JOAQUIN COUNtTY
RESOLUTION APPROVING THE WHITE SLOUGH NO.3 (NON-CONTIGUOUS)
ANNEXATION TO THE CITY OF LODI (LAFC 1-84)
WHEREAS, the above entitled proposal was initiated by resolution
of the City of Lodi, and on January 26, 1984, the Executive Officer
certified the application filed for processing in accordance with
the special provisions of the Municipal Organization Act regarding
annexation of non-contiguous city -owned territory; and,
WHEREAS, the Commission held a public hearing on the proposed
annexation on February 17, 1984, in the Board of Supervisors Charnbers,
County Courthouse.
WHEREAS, at said 'nearing the CL,,nmission heard and received evidence,
both oral and documentary, submitted in favor of and in opposition
to the proposed annexation and all persons present were given an
opportunity to be heard;
NOW, THEREFORE, the Local Agency Formation Commission of San
Joaquin County DOES HEREBY RESOLVE, DETERMINE AND ORDER as follows:
Section 1. The above named annexation is approved subject to the
terms and conditions contained herein.
Section 2. The boundaries are approved as set forth in Exhibit A.
Section 3. The territory proposed to be annexed is uninhabited.
Section 4. The territory is owned by the City of Lodi, is being
used for municipal purposes, and will not increase the total of
non-contiguous City -owned territory beyond the 300 acre limit.
Section 5. The City of Lodi is des.gnated as the conducting agency
and is authorized to proceed in accordance with the appropriate
provisions of the Municipal Organization Act, without public notice
and hearing.

to mail certified copies of this resolution as required by Section 35159
of the Government Code.

WHITE SLOUGH NO. 3 ANNEXATION
(to City of Lodi)
Portions of the east one-half and northwest quarter of Section
twenty-three (23) and a portion of the northwest quarter of Section
twenty-four (24), Township three (3) North, Range five (5)' East, Mount
Diablo Base and Meridian, more particularly descri=bed as follows:
Beginning at the southwest corner of that certain 60.2 acre
annexation known as "WHITE SLOUGH WATER POLLUTION CONTROL PLANT NO. 2
annexed to the �ity of Lodi on November 19, 1980 by Resolution No. 80-165;
thence North 89 22' 52" West along the gouth line of said Section 23, a
distance of 202.a5 feet; thence North 00 57' 15" East 2,637.53 feet to
the south line of the north hal` of said Section 23; thence North Bio
28' 22" West along- said south 1 i-ne of the north half of Section 23 a
distance of 1,470.41 feet; thence North do 33' 38" East 1,317.25 feet
to the north line of that parcel of lard described in deed to the City of
Lodi, recorded in Volume 2931, page 303, Book of Official Records of San
Joaquin County;. thence easterly al-ong said north line of City parcel
3,017.95 feet to the west line of that parcel described in deed to the
State of California, recorded in Volume 3209, page 268, Book of Official
Records of San Joaquin County; thence along said west line of State parcel
the following six (6) courses: (T) southwesterly on a non -tangent curve
to the right, radius 770 (the long chord of which bears South 21 57' 44"
West 47.22 feet), an arc distance of 47.25 feet, (2) South 23° 43' 10"
West 292.23 feet, (3`) southwesterly, southerly, southeasterly, and easterly
on a curve to the heft, radius 330 feet (the long chord of which bears South
43° 31' 50" East 608.65 feet), an arc distance of 774.66 feet, (4) North
69° 13' 10" �ast 111.63 feet, (5) South 730 58' 36" East 48.54 feet, and
(6) South 26 17' 35" East 672.39 feet to the south line of the north half
of said Section 24, being on the Lodi City Limit line; thenc8 along said
City Limits line the following two (2) courses: (1) North 89 28' 22" West
along the south line of the north half of said Sections 23 and 24 a distance
of 2.090.01 feet, and (2) South 00° 57' 1-5" West 2.637.85 feet to the point
of beginning.
Containing 110 acres, more.or less.
