RECOMMENDED ACTION: Set a public hearing for March 20, 2013 to approve the Draft
2013/14 Action Plan for the Community Development Block Grant
Program.
BACKGROUND INFORMATION: A public hearing is required as part of the federal requirements
of the Community Development Block Grant (CDBG) program.
In May 2009, the Council approved the 2009-14 CDBG Consolidated Plan, a five-year plan for identifying
and addressing community needs. The Consolidated Plan contains an assessment that defines housing
and community development needs for low-income persons and families, as well as a variety of special
needs populations, including homeless, elderly, and disabled persons. The needs assessment is based
on Census data, other available data sources, and input from community residents and service
providers. The second component of the Consolidated Plan is a strategic plan, which lays out the City's
method for expending CDBG funds over the five-year period and sets goals and priorities for each type
of eligible activity.
The Action Plan is the Consolidated Plan's annual implementing document and provides a detailed
description of each activity proposed for the fiscal year, as well as the City's CDBG budget and goals for
the fiscal year.
Funding Allocation
The City is expecting to receive an estimated $577,081 in CDBG funds for 2013/14. This is an 8.2
percent reduction from 2012/13 and is based upon the federal sequestration cuts that are pending. The
City Council has a policy of allocating 40 percent of the annual CDBG award (net of administrative costs)
to community-based organizations (CBOs), with the remainder going to City projects. There is a 15
percent Public Service Cap on the overall allocation for 2012/13.

Next Steps
Upon completion of the initial public hearing, the Draft Action Plan will be available for public review and
comment and will be brought back for final approval on May 1, 2013. The adopted Action Plan document
must be submitted to HUD no later than May 15, 2013 in order to receive funding beginning July 1, 2013.
City staff is actively working on the draft Action Plan document. The application process for CDBG
funding lasted from January 9 through February 6, 2013. A summary of the applications received during
that time period will be provided during a Shirtsleeve Session scheduled for March 5, 2013.

NOTICE OF PUBLIC HEARING FOR DISCUSSION OF THE COMMUNITY
DEVELOPMENT BLOCK GRANT PROGRAM
NOTICE IS HEREBY GIVEN that a public hearing will be held on Wednesday, March 20, 2013 at 7:00
p.m. or as soon thereafter as the matter may be heard, in the Lodi City Council Chambers, 305 West Pine
Street, Lodi, CA 95241 in order to consider the Community Development Block Grant (CDBG) Program
Action Plan development process and to receive input regarding community needs and funding priorities.
The City expects to receive $597,871 in CDBG funds for 2013/14.
The CDBG program provides funding for activities that benefit low-income persons, eliminate slum or
blight, or serve an urgent need. Eligible activities include property acquisition, public improvements,
housing rehabilitation, economic development, and public services.
As a recipient of Community Development Block Grant (CDBG) funding, the City has developed an
Action Plan that describes the activities proposed to be funded in 2013-14. The Action Plan generally
describes how the City will utilize program funds for eligible activities during the fiscal year. The Action
Plan can be amended as needed to reallocate funds to housing and community development activities.
Planning documents will be made available to the public for at least 30 days before adoption by the City
Council. The documents are anticipated to be released on March 22, 2012 for public review and
comment. An additional public hearing will be held on Wednesday, May 2, 2012 for review and adoption
of the Action Plan.
The purpose of this public hearing will be to give citizens an opportunity to make their comments known
regarding community needs and potential activities to be funded under the CDBG Program. If you are
unable to attend the public hearing, you may direct written comments to the City Clerk, City of Lodi, PO
Box 3006, Lodi, CA 95241, or you may telephone (209) 333-6711. In addition, information is available
for review at Lodi City Hall (221 West Pine Street) between the hours of 8:00 a.m. and 5:00 p.m. on
weekdays.
The City promotes fair housing and makes all its programs available to low- and moderate -income
families regardless of age, race, color, religion, sex, national origin, sexual preference, marital status or
handicap.
