SUBJECT: CABLE TELEVISION FRANCHISING/RE:FRANCHISING APPLICATION FILING EFE RECONMEMED ACTION: That the City Council adopt Resolution establishing a cable television franchise/refranchise filing fee of $5,000. NO_ BACKGROUND INFORMKI"ON: As the City Council is aware, King Videocable Ccupany is in the process of responding to 13he City's Request for Proposal for the refranchising of the local cable television system. Section 5.16.040 of the City's cable television ordinance provides that "an application for a franchise or franchise renewal . . . shall be in writing and accompanied by a payment tc the City in an amount to be established and amended from time to time by resolution of the City Council." The information which will be presentc by King Videocable in support of its request for franchise renewal will, i;: sane portions be quite technical and could well be beyond the capabilities of the staff to analyze and evaluate. Technical assistance will probably be necessary and the cost of this service should logically be borne by the cable television cernpany. It is unlikely the cost will exceed the. recomnended filing fee, and the unexpended remainder of the fee would teen be returned to the ccntany. I have discussed tUs with Mr. Richard Shay, Vice President of King Videocable Ccampany, and he has no problem with this approach.
