SAN JOAQUIN COUNTY _ DEPARTMENT OF PARKS AND RECREATION _ ,ENE W ANDAL, DIRECTORJ�- February 19, 1981 Reviewed and Approved: *ou�nt�dm 1strator Board of Supervisors Courthouse Stockton, CA Dear Board Members: PRIORITY PLAN FOR EXPENDITURES FOR THE CALIFORNIA PARKLANDS ACT OF 1980 Pursuant to Section 5096.156 of the subject act, counties throughout the state are delegated the responsibility of consulting with the various cities and special districts eligible for funding and arrive at a "Priority Plan for Expenditures". On February 4, 1981, the sic cities of San Joaquin County were represented at a meeting to discuss and carry back to their respective city councils a recommended program of dis- tribution. The proposed distribution allocates a minimum project, as defined under the 1976 Act, of.$25,0OO to Ripon and Escalon, and per capita distribution to the remaining cities based on the 1980 census. The County's allocation is based on the unincorporated population of the county. As required in the Act, 50% of of the cities population within proposal plan. Exhibit "A" indicates the actual dollar dis- tribution as listed above; and Exhibit "B" certifies the appropriate cities approval of the plan. In order that any project within San Joaquin County may be funded in the State FY81-82 budget, it is necessary that the attached resolution arrive at the State Department of Parks and Recreation not Later than March 1, 1981. Further- more, staff has proceeded with a specific project application for the Regional Sports Complex that must arrive at the State by March 15, 1981 so that funds will be available by September 1981. RECOXSiENDAT ION I. That the Board of Supervisors adopt the attached resolution approving the "Priority Plan for Expen- diture" for the California Parklands Act of 1980. 2. That the Clerk of the Board of Supervisors be authorized and directed to forward a certified copy of said resolution with exhibits to the State Department of Parks and Recreation.
