To: Mr. Glaves, City Manager

Re: Voluntary Services to the City
I have met with Lodi High School Attendance Officer
Jess Cerna who is interested in coordinating community service
activities with the City for students who need to serve
"detention time".
Detention time allows the student who has been tardy to class
or skipped altogether the alternative to being sust)ended.
I have recommended to Mr. Cerna that these students serve
Community Service time on the Old LUIIS campus doing odd
jobs such as scrubbing down the cafeteria building, cricking
up trash or scraping the handball courts.
The students will be jointly suoervised by the City and LHS
administration each Friday afternoon during the school year
from 2 to 4:30 p.m.
I have discussed this matter with City Attorney Ron Stein
who indicates we should have a resolution providing workmen's
compensation insurance benefits to volunteer workers without pay.
The anticipated beginning community service date is March 13, 1981.
RESOLUTION NO. 81-27
RESOLUTION PROVIDING FOR WORKMENâ–şS COMPENSATION
INSURANCE BENEFITS TO ALL APPOINTEES OF THE
LODI CITY COUNCIL TO VARIC:US BOARDS AND
COMMISSIONS AND TO ALL VOLUNTEER WORKERS FOR THE
CITY OF LODI PURSUANT TO STATE OF CALIFORNIA LABOR
CODE SECTION 3363,5 ET SEQ
RESOLVED, by the City Council of the City of 'Lodi that
all appointees of the Lodi City Council to various Boards and
Commissions and all persons who perform voluntary service without
pay, as designated and authorized by the Lodi City Council,
pursuant to State of California Labor Code Section 3363<5 et sect,
shall be deemed employees of the City of Lodi, for the purpose of
being entitled to benefits of Workmen's Compensation insurance
as provided by the: City of Lodi whale performing such services for
the City of Lodi

I hereby certify that Resolution No. 81--27 was passed
and adopted by the City Council of the City of Lodi in
a regular meeting held March 4, 1981 by the following
vote -
