in part that "as a part of the Administration's
economic program, the President will shortly
be sending to the Congress a request to rescind
a large portion of FDA's fiscal 1981 appropria-
tion and loan guaranty authority. The amount
remaining in FY 81 will be sufficient only to
fund projects which have already been approved".
Accordingly, Ms. Lamphere advised the City of
Lodi that its pending project cannot be approved.
Since the President will not be requesting pro-
gram funds for FY 82, hope cannot be held out
for funding of the City's project next year.

able to undertake alternate action to achieve your objective.
