BACKGROUND INFORMATION: Medium -duty lifts are required for the Municipal Service Center (MSC) Transit Vehicle Maintenance Facility, allowing staff to lift the transit buses to the appropriate height for servicing. Currently, Fleet Services has only one portable lift system and the new lift system provides equipment for staff to work on multiple buses at a time. Staff researched various types of lifts and determined the Stertil-Koni portable bus/equipment lifts are the most appropriate for the City's needs. The lifts (two sets of four) have a combined capacity of 72,000 pounds to accommodate the repair and servicing of all City transit vehicles. Staff intends to use the new lifts on a daily basis. The funding for the transit shop equipment has been appropriated in FY 2012/13 budget utilizing Federal Transit Administration and Transportation Development Act funds. A portion of the funding to purchase the lifts was appropriated last fiscal year, however, those funds were not expended. City staff recommends the purchase of these portable lifts using the California Multiple Awards Schedule (CMAS) Cooperative Purchasing Program Contract No. 4-07-49-0014A. The actual cost of the portable lifts is $85,714, excluding sales tax. Total project costs are estimated to be $93,000, including sales tax, installation, training, and contingencies. Per Lodi Municipal Code 3.20.045, State and Local Agency Contracts, the bidding process may be waived when it is advantageous for the City, with appropriate approval by City Manager and City Council, to use contracts that have been awarded by other public agencies, provided that their award was in compliance with their formally -adopted bidding or negotiation procedures. FISCAL IMPACT: Purchase of the medium -duty portable lifts allows services and repairs to be made more efficiently and safely. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve a purchase order for portable bus/equipment lifts with Stertil-KONI, Stevensville, MD, in an amount not to exceed $93,000 including California sales tax.
