exists throughout the City of Lodi; and
IT IS FURTHER PROCLAIMED AND ORDERED that during the existence of
said local emergency, the powers, functions, and duties of the City
Manager and the emergency organization of the City of Lodi shall be
those prescribed by State law, by ordinances, and resolutions of the
City of Tedi approved by the Lodi City Council on the 2nd day of
June, 1971.
IT IS FUKfflER PRDCLALmm AMID ORDERED that said local emergency
shall be deemed to continue to exist until its termination is
proclaimed by the Lodi City Council of the County of San Joaquin, State
of California.
Following additional discussion, Council, on motion of Mayor Pro
Tempore Reid, Olson second, adopted Resolution No. 86-31 heretofore set
forth in its entirety. The motion carried by unanimous vote.

Pursuant to State of California Government Code Section 54956.:; a
Special Emergency Meeting of the Lodi City Council was tailed to update
the Council on potential flooding conditions within this area.
A detailed report of conditions was provided the Council by Staff.
Diagrams of anticipated problem areas within the ccmmunity were
presented and discussed. Charts depicting various -elevations in the
City were displayed and discussed.
Council was further apprised of the measures being taken to protect the
City's water system and to protect White Slough Water Pollution Control
Plant.
Council was informed that the City's basin system was working well.
City Manager Peterson announced that Assistant City Manager Glenn would
be the City's spokesperson as it related to this emergency situation.
City Manager Peterson then presented a Resolution proclaiming existence
of a local emergency, explaining the reasons he was recannending the
adoption of the suLject resolution, and responded to questions

regarding the matter as were posed by umbers of the City Council.
The resolution reads in full as follows:

WHEREAS, Lodi Municipal Code Section 2.32.040 em powears the Lodi
City Council u, proclaim the existence or threatened existence of a
local emergency wh.,n the City is affected or likely to be affected by a

public calamity; and

WHEREAS, the Lodi City Council has been requested by the Director
of Emergency Services of San Joaquin County to proclaim the existence
of a local emergency therein; and
WHERFAS, the Lodi City Council does hereby find:
That conditions of, extreme peril to the safety of persons and
property have arisen within the City of Lodi, caused by flood
cementing on or about 2:00 p.m. on the 18th day of February, 1986;

and
That the aforesaid conditions of extreme peril warrant and
necessitate the proclamation of the existence of a local emergency;

RESOLUTION OF. THE ,LODI.CITY. COUNCIL
PROCLFL' AING EXISTENCE OF A LOCAL EMEP�GENCY
WHEREAS, Lodi Municipal Code Section2.32.040 empowers the Lodi City
Council to proclaim the existence or threatened existence of a local
emergency when the City is affected or likely to be affected by a public
calamity; and _
"w WHEREAS, the Lodi City Council has been requested by the Director of
Emergency Services of San Joaquin County to proclaim the existence of a:
local emergency therein; and
WHEREAS, the Lodi City Council does hereby find:
