PUC APPLICATIONS City Clerk Reimche informed the Council that a
letter had been received from PG&E giving notice
that in Application No. 82-02-10, they have
requested authorization under their Gas Adjustment
Clause to revise their gas service tariff effective
April 1, 1982 to reflect gas costs and to amortize
the Gas Code Balance Account overcollection.
Further that a letter had been received from PG&E
giving notice that in Application No. 82-02-09,
they have requested authorization effective
April 1, 1982, to implement an Electric Rate
Stabilization Plan to decrease electric rates
under the ECAC tariff.

PACIFIC GAS AND ELECTRIC COMPANY hereby gives notice
that in Application No. 82-02-10 it has requested authori-
zation under its Gas Adjustment Clause (GAC) to revise its
gas service tariff, effective April 1, 1982, to reflect gas
costs and to amortize the Gas Cost Balance Account (GCBA)
overcollection. PGandE also has requested authorization to
include carrying costs on take -or -pay payments for gas, in the
GAC.
The proposed ratea would increase PGandE's gas revenues
about 7.9 percent or $153.5 million for the six-month period
t April 1,. 1982 to September 31, 1982. The increase will not
raise PGandE's Gas Department rate of return above the level
of 12.2 percent last found just and reasonable for PGandE's `
Gas Department by the California Public Utilities Commission.
The State, the counties, the municipal corporations, and
other parties interested in the above-mentioned filing will
be furnished a copy of Application No. 82-02-10 with related
exhibits, upon written request made to PGandE, 77'Beale,Street,

PACIFIC GAS AND ELECTRIC COMPANY hereby gives notice
that in Application No. 82-02-09 it has requested authori-
zation effective April 1, 1982, to implement an Electric
Rate Stabilization Plan, to decrease its ECAC rates in
accordance therewith,.or, in the alternative, to decrease
electric rates under the ECAC tariff. PGandE also requests
authorty.to establish an Electric Revenue Adjustment Mech-
anism.(ECAM) rate in accordance with Public Utilities Com-
mission Decision No. 93887, effective April 1, 1982, and to
establish forthwith a separate account for the accumulation
of certain expenses associated with sales of fuel oil, under -
lift fees -and oil inventory carrying costs for later rate
recovery and review.
Under the Rate Stabilization Plan, PGandE proposes to
establish rates that will decrease PGandE's electric revenues;
about 2 percent or approximately $100 million for the period
April 1, 1982 to March 31, 1983.

In, the alternative, under the ECAC, as modified by

Decision 92496, the April 1 ECAC rate adjustment would de-
crease electric revenues about 3 percent or approximately
5159 million for the 12 -month period beginning. April 1, 1982.
