TO THE STATE, COUNTY, CITY OFFICIALS AND
OTHER INTERESTED PARTIES IN APPLICATIrON NO. A 82 01 59:
PACIFIC GAS AND ELECTRIC COMPANY (PGandE) hereby gives notice
that on January 29, 1982, it filed Application No. A 82 01 59.
This application seeks authority to increase electric and decrease
gas rates and charges under the Solar Financing Adjustment (SPA)
clause authorized in Application No. 60056 by Decision No. 92906,
dated April 7, 1981, as modified by Decision No. 9.3272, dated
July 7, 1981. The proposed rates will increase PGandE's electric
revenues by about 0.02% or $861,000 for the twelve month period
beginning February 11 1982, and will decrease gas revenues about
0.08% or $3,429,000 for the same period.
The adjusted SFA rates will support the second year of a
three-year denanstration solar financing program which the
Commission ordered PGandE to conduct under 0II-42 in Decision
No. 92251, datsd September 16, 1980. The SFA procedure established
for this purpose passes through only actual costs of the program.
Under it, PGandE is offering limited numbers of cash rebates and
grants to encourage installation of solar domestic water heating
systems to reduce gas and electricity usage for residential water
heating.
Participation levels in certain categories of the demonstration
program in 1981 were not as high as anticipated. The overall
reduction in SFA rates by $2,568,000 on a twelve-month basis in
designed to correct a current over -collection in the SFA balancing
account and to avoid future over or undercollection.

INTERESTED PARTIES
PACIFIC GAS AND ELECTRIC COMPANY hereby gives notice
that in Application No. 82-02-09 it has requested authori-
zation effective April 1, 1982, to implement an Electric
Rate Stabilization Plan, to decrease its ECAC rates in
accordance therewith, or, in the alternative, to decrease
electric rates under the ECAC tariff. PGandE also requests` --
authority to establish an Electric Revenue Adjustment Mech-
anism, (ECAM) rate in accordance with Public Utilities Com-
mission Decision No. 93887, effective April 1, 1982, and to
establish forthwith a separate account for the accumulation
of certain expen3es associated with sales of fuel oil, under -
lift fees and oil inventory carrying costs for later rate
recovery and review.
Under the Rate Stabilization Plan, PGandE proposes to
establish rates that will decrease PGandE's electric revenues.

April 1, 1982 to March 31, 1983.
In the alternative, under the ECAC, as modified by
Decision 92496, the April 1 ECAC rate adjustment would de-
crease electric revenues about 3 percent or approximately
$159 million for the 12 -month period beginning April 1, 1982.

Mechanism rate and other rate adjustments will not raise -4
