Hearing to consider:
a) The recomrended approval of General Plan Land Use
Element Amendrent tb. GPA -LU -83-1 which consists of the
request of Gene G. Walton, Attorney at Law, on behalf of
Leon A. and Georgia Perlegos (r.lo save r4art roods) to
redesignate the parcel at 1332 South Hutchins Street from
I�Iediun, Density Residential to General Co=�rcial.
b) The recor=iendeed approval of the request of Gene G.
Walton, Attorney at law, on behalf of Leon A. mid Georgia
Perlegos (c/o Save Mart Foods) to rezone property located at
1332 South Hutchins Street from R -ID, Medium Density
Multiple Family Residential to C-2, General Convercial.
c) The recoutnendation that the Filing of a Negative
Declaration by the Ccanunity Develog,-ent Director was
adequate Environmental Docm=tation on the above project.
The matter was introduced C by cmm=ty Development Director
Schroeder, who presented diagrams of the subject area for
Council's perusal.

Lodi City Council will conduct a public hearing in the Council Chambers, City
Hall, 211 West Pine Street, Lodi, California, to consider the recommendation
that the filing of a Negative Declaration by the Community Development Director
was Adequate Environmental Documentation on the above project.
Information regarding this item may be obtained in the office of

At its meeting of Monday, January- 24, 1983 the Lodi City Planning
Commission recommended the following actions to the Lodi City
Council:
1< Approval of your request on behalf of Leon A. and Georgia
Perlegis (c/o Save Mart Foods) to amend the Land Use Element
of the Lodi General Plan (GPA -LU -83-1) by redesignating the
parcel at 1332 South Hutchins Street from medium density
residential to general coamrcial;
2. Approval of your request on 11jehalf of Leon D. and Georgia
Perlegos (c/o Save Mart Foods) to rezone property located
at 1332 South Hutchins Street from R -HD, Medium Density
Multiple Family Residential to C-2, General Commercial'; and
3. Determined that the filing of a Negative Declaration by the
Community Development Director was adequate environmental
documentation on the above projects.
These recommendations are being forwarded to the City Council for
final hearing and determination. Mrs. Alice M. Relmche, City
Clerk, will inform you of the time and place of the Council's public
hearing.

Request for Additional Sworn Personnel
As the labor negotiation proces, has been completed, and a great deal of dis-
cussion with you and the Coun- , involved the staffing needs of this deeartment,
1 am recommending that a mir num request be made to Council for four Police
Officer positions at this time.
We have for the past several years indicated the need for additional sworn
personnel if we were to maintain an acceptable leve' of police service. Our
community is growing and our calls for service are increasing each year. As
our demands for service increase without additional personnel, our ability
to adequately handle these calls diminishes. We have attempted wherever
possible to increase our effectiveness through procedures and methods of
handling but now find that, without additionai personnel, officer safety and
adequate response are slipping behind what we consider to be good service.
We are below the ratio of sworn officers per thousand population which we
have attempted to maintain for many years. Our population with fifty sworn
officers is a ratio of 1.3 officers per thousand population.
As a result of negotiations, we are scheduled to begin the new scheduling
process in the Patrol Division in early July, 1983. If we are permitted to
add personnel now - by the time we hire them, send them to Basic Academy and
allow for a short period of on-the-job training, July will be upon us. We
also must schedule vacations for the entire year now and, to provide proper
coverage, we must know what staff we wili have available.
