SUBJECT: South Stockton Street Specific Plan:
Kettleman Lane to Lodi Avenue
RECOMMENDED ACTION: That the City Cu_icil set a Public Hearing for April 18, 1983,
to review existing and proposed plan lines on South Stockton Street between Lodi
Avenue and Kettleman Lane and refer the matter to the Planning Commission for their
recommendation.
BACKGROUND INFORMATION: On February 17, 1982, eche City Council took action to
determif:e the construction to be accomplished on South Stockton Streat in the near
future. In the motion it was determined that the City should retain, an 80 foot
right-of-way as a Master Plan (see attached excerpt). Because the existing set-
back lines do not totally conform to an ultimate 80' right-of-way, it will be
necess:;ry to establish new p?an lines. The Public Hearing and referral to Plan-
ning Commission are part of the necessary steps in establishing new lines.
Existing Building Setback lines are:
Kett)eman to Watson, 40' each side of enter line
Watson to Vines 40' east of center line
36-1/2' west of center line
Vine to Lodi, 35-1/2' each side of center ling.

A regular meeting of the City Council of the City of Lodi was held
beginning at 8:00 p.m., Wednesday, February 17, 1982 in the City
Hall Council Chambers.
STOCKTON STREET
IMPROVEMENT
PROJECT - KETTLE -
MAN LANE TO LODI
The full proceedings of this public hearing were
recorded by a qualified reporter and a full
transcript of these proceedings are on file in
the office of the City Clerk.
A very lengthy discussion followed with questions
being directed to Staff.
On motion of Councilman Katnich, Murphy second,
Council certified the adequacy of the EIR for the
Stockton Street Improvement Project, Kettleman
Lane to Lodi Avenue.
Councilman Katnich then moved that Stockton Street,
Kettleman Lane to Lodi Avenue should be left as is.
The motion died for lack of a second. Following
additional discussion, Council, on motion of
Councilman Hughes, Murphy second, by the following
vote determined that the City retain the overall
Master Plan for Stockton Street (80 foot rght-
of-way), that the "Recommended Plan" as proposed
by staff be adopted in general, and further that
in respect to this alternate, it was determined
that. Stockton Street from To).ay north 'co Lodi Avenue
be left at its present curb to curb width, that
the necessary resurfacing be done, that on -street
parking at its present level be retained, and that
only the necessary curb and gutter replacement
work be done in this area:
Ayes: Councilmen - Hughes, Murphy,
Pinkerton, and McCarty
Noes: Councilmen - Katnich
Absent: Councilmen - None

Notice is hereby given that at a Regular Meeting of the Lodi City Council
to be held Wednesday, April 20, 1983 at the hour of 8:00 p.m., or as soon
thereafter as the matter may be heard, the Lodi City Council will conduct
a Public Hearing in the Council Comers, City Hall, 221 West Pine Street,
Lodi, California, to review existing and proposed plan lines. on South
Stockton Street between Lodi Avenue and K:ettleman Lane, Lodi.
on February 17, 1982, the Lodi City Council adopted a plan for the
reconstructior. of Stockton Street from Kettlernan Lane to Lodi Avenue. The
main points of the adopted plan are:
1) Stockton Street, Tokay to Lodi to be reconstructed
at its present •..Ldth.
2) Stockton Street, Kettleman to Tokay t-) be
reconstructed and widened within existing right of way
except at corner parcels and certain parcels when
right of way would be acquired to inprove alignment.
3) Stockton Street, Kettleman to Lodi would have an
ultimate right of way of 80 feet.
The reconstruction is to take place as funds are budgeted in the annual
Capital Improvement Program and the ultimate right of way requiremer_ts
are to be used to control future development. `fie present set back

ordinance for this segment of Stockton Street calls for varying widths.
Itie purpose of the proposed ordinance is to modify the setback requirement
to conform to the plan adapted in 1982.

All interested persons are invited to present their views either for or
against the above proposal, written statements may be filed with the
City Clerk at any time prior to the hearing scheduled herein and oral
statements may be made at said hearing.
