The GAC increase which PGandE proposes to place into effect on April 1, 1983, is required: (1) to recover increases in the price of gas charged by PGandE's supplier of gas from the Southwest, E1 Paso Natural Gas Companyf (2) to recover increases in the average unit cost of gas charged by PGandE's California gas suppliers; and (3) to amort- ize the undercollection in the Gas Cost Balancing Account (GCBA). The proposed rates will increase PGandE's gas revenues about 6.2 percent or approximately $253 million on an annualized basis. The increase will not raise PGandE's Gas Department rate of return above the level last found reasonable for PGandE's Gas Department by the California Public Utilities Commission. Since PGandE and the California Public Utilities Commission (CPUC) expect that certain concessions recently announced by the E1 Paso Natural Gas Company will be implemented in E1 Paso's rates, PGandE's request is approximately $100 million lower than would have otherwise been necessary. The State, the counties, the municipal corporations, and other parties interested in the above-mentioned filing mill be furrishpd a copy of Application No. 83 01 62 with related exhibits, upon written rftquest made to PGandE, 77 Beale Street, P.
