NOTICE OF PREHEARIN: CONFERENCE
TO: ALL PARTIES AND THEIR ATTORNEYS
NOTICE IS HEREBY GIVEN that the Public Utilities Commission
of the State of California has set the Prehearing Conference in
the above entitled matters before Administrative Law Judge Doran
for Thursday, Feburary 17, 1983 at 10:00 a.m. in the Commission
Courtroom, State Office Building, 350 McAllister Street,
San Francisco, California, at which time and place all parties
and their attorneys may appear and be heard.

The PHC is called to determine the parties, positions of the
parties, issues, areas of agreement; numbers of witnesses and the
subject matter of their testimony, scheduling and serving of
prepared testimony and exhibits, and setting hearings, including
public witness hearings and other procedural matters.

TO: THE STATE, COUNTY AND CITY OFFICIALS,
AND INTERESTED PARTIES
Pacific Gas and Electric Company (PGandE) has filed Application
No. 83-01-62 in which it requests authority under its Gas Adjustment
Clause (GAC) to increase its gas rates to reflect gas costs and to
amortize the Ga_- Coat Balance A. -count (GCRA) undercollection.
The GAC increase which PGandE proposes to place into effect on
April 1, 1983, is required: (1) to recover increases in the price of
gas charged by PGandE's supplier of gas from the Southwest, E1 Paso
Natural Gas Companyf (2) to recover increases in the average unit cost
of gas charged by PGandE's California gas suppliers; and (3) to amort-
ize the undercollection in the Gas Cost Balancing Account (GCBA).
The proposed rates will increase PGandE's gas revenues about 6.2
percent or approximately $253 million on an annualized basis. The
increase will not raise PGandE's Gas Department rate of return above
the level last found reasonable for PGandE's Gas Department by the
California Public Utilities Commission.
Since PGandE and the California Public Utilities Commission
(CPUC) expect that certain concessions recently announced by the E1
Paso Natural Gas Company will be implemented in E1 Paso's rates,
PGandE's request is approximately $100 million lower than would have
otherwise been necessary.
The State, the counties, the municipal corporations, and other
parties interested in the above-mentioned filing mill be furrishpd a
copy of Application No. 83 01 62 with related exhibits, upon written
rftquest made to PGandE, 77 Beale Street, P. O. Box 7442, San Fran-
cisco, California 94120, Attention: Peter W. Hanc^hen.
This notice is given in accordance with Rule 24 of the revised
Rules of Practice and Procedure of the California Public Utilities
Commission.
