Dear Mr. Scott:
Pursuant to the Commission's Resolution No. 636, the Lodi City
Council, in action taken at its February 6, 1985 Regular Meeting,
adopted Resolution No. 85-29 - "A Resolution of the City Council of
the City of Lodi ordering the Sunwest IV Reorganization (LAFC
25-84) without hearing and notice, including annexation to the City
of Lodi, and detachment from the Woodbridge Fire Protection
District and the Woodbridge Water Users Conservation District."
The City of Lodi issued and filed herewith, pursuant to your
January 30, 1985 letter, a check in the amount of $250.00 covering
the filing fee. Also, enclosed herewith please find six certified
copies of the heretofore mentioned Resolution.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LODI ORDERING THE SUNIEST IV REORGANIZATION
(LAFC 25-84) WITHOUT NOTICE AND HEARING, INCLUDING
ANNEXATION TO THE CITY OF LODI, AND DETACHMENT
FROM THE WOODBRIDGE FIRE PROTECTION DISTRICT AND
THE WOODBRIDGE WATER USERS CONSERVATION DISTRICT
BEFORE THE CITY COUNCIL OF THE CITY OF LODI
IN THE MATTER OF THE SUNWEST IV REORGANIZATION ) RESOLUTION 1MKING
(LAFC 25-84), INCLUDING ANNEXATION TO THE CITY ) DETERMINATIONS
OF LODI AND DETACHMENT FROM THE WOODBRIDGE FIRE) AND ORDERING RE -
PROTECTION DISTRICT AND THE WOODBRIDGE WATER ) ORGANIZATION USERS
CONSERVATION DISTRICT ) WITHOUT ELECTION
SECTION I: RESOLVED BY THE CITY COUNCIL OF THE CITY OF LODI
THAT IT DETERMINES:
a) Preliminary proceedings for the annexation of described
territory to the City of Lodi and detachment from the
Woodbridge Fire Protection District and the Woodbridge
Water Users Conservation District were initiated by the
filing of Resolution No. 84-192 with the Local Agency
Formation Commission in the County of San Joaquin
pursuant to the requirements of the District
Reorganization Act.
b) Thereafter appropriate proceedings were conducted by
said Local Agency Formation Commission and the said
Commission, on the 18th day of December, 1984 adopted
Resolution No. 636 approving the proposed reorganization
without public notice and hearing with certain
amendments.
c) Resolution No. 636 of the Local Agency Formation
Commission approving the proposed reorganization also
authorizing the City of Lodi to take proceedings for
reorganization as designated conducting Agency, pursuant
to Part 5, Division I, Title 6 of the Government Code,
commencing with Section 56290, et seq.
SECTION II: RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LODI:
a) That each of the changes in the organization contained
in the proposal for organization is ORDERED without an
election pursuant to Government Code Section 56439 (c).
The changes of organization consist of:
I ) Annexation of the Surcjest'IV Addition, as
shown on Exhibit "All attached.
2) Detachment of the Sunwest IV Addition, as
shown on Exhibit "A" attached, from the
Woodbridge Fire Protection District and the
Woodbridge Water Users Conservation District.

I hereby certify that Resolution No. 85-29
was passed and adopted by the City Council
of the City of Lodi in a regular meeting
held February 6, 1985 by the following vote:

SUN'WEST IV ANNEXATION
TO THE CITY OF LODI
A portion of Section 10, Township 3 North, Range 6 East,
Mount Diablo Base and Meridian, more particularly described as
follows:
Beginning at the intersection of the west line of 80 foot
wide Lower Sacramento Road with the north line of the southwest
quarter of said Section 10, said intersection being on the City
Limits line of the City of Lodi; thence along said City Limits
line the following nine (9) courses: (1) South 890 12' 30" East
along said north line of the southwest quarter of Section 10 a
distance of 40.00 feet to a railroad spike at the center of said
Section 10, said spike being on the centerline of said Lower
Sacramento Road, (2) continue South 890 12' 30" East along the
north line of the southeast quarter of said Section 10 a distance
of 40.00 feet to the east line of said Lower Sacramento Road,
(3) South along said east line of Lower Sacramento Road 200.00
feet, (4) South 890 12' 30" East 637.00 feet, (5) South
440.00 feet, (6) South 890 12' 30" East 600.00 feet, (7) North
240.00 feet to the south boundary line of Sunwest, Unit No. 3 (the
map or plat of which is filed in Book of Official Maps and Plats,
Volume 23, page 79, San Joaquin County Records), (8) South 890
12' 30" East along said south boundary line of Sunwest, Unit
No. 3 and its easterly projection 1,365.29 feet to the east line
of said Section 10, and (9) South 00 0' 30" East along said
east line of Section. 10 a distance of 921.85 feet to the north
line of the southeast quarter of said southeast quarter of
Section 10; thence leaving said City Limits line North 890 13'
54" West along said north line of the southeast quarter of the
southeast quarter and along the north line of the southwest
quarter of said southeast quarter of Section 10 a distance of
2,642.18 feet to the northwest corner of said southwest quarter
of southeast quarter of Section 10, said corner being on said
centerline of Lower Sacramento Road and being shown on map of
survey filed in Book of Surveys, Volume 27, page 160, San
Joaquin County Records; thence South along said centerline of
Lower Sacramento Road 0.71 feet to the centerline of Taylor Read
(50 feet wide); thence North 890 16' 30" West along said center-
line of Taylor Road 40.00 feet to aforesaid west line of Lower
Sacramento Road; thence North along said west line of Lower
Sacramento Road 1,323.44 feet to the point of beginning.

Resolution No. 636 approving the above entitled proposal
and authorizing the City to conduct
subsequent proceedings.
Upon successful completion of subsequent proceedings, your agency
must request that LAFCo execute and file a Certificate of Comple-
tion and Statement of Boundary Change. Such request must be
accompanied by six certified copies of your resolution ordering
the boundary change and a check payable to the State Board of
Equalization covering its filing .fee.

RESOLUTION NO. 636.
BEFORE THE LOCAL AGENCY FORMATION COMMISSION OF SAN JOAQUIN COUNTY
RESOLUTION APPROVING THE SUNWEST IV REORGANIZATION (LAFC 25-84)
INCLUDING ANNEXATION TO THE CITY OF LODI, AND DETACHMENT FROM THE
WOODBRIDGE FIRE PROTECTION DISTRICT AND THE WOODBRIDGE WATER USERS
CONSERVATION DISTRICT
WHEREAS, the above entitled proposal was initiated by
resolution of the City of Lodi, and on December 21, 1984, the
Executive Officer certified the application filed for processing in
accordance with the District Reorganization Act; and
WHEREAS, the Commission held a public hearing on the proposed
reorganization on January 18, 1985, in the Board of Supervisors
Chambers, County Courthouse, pursuant to notice of hearing which
was published, posted and mailed in accordance with State Law;
and,
WHEREAS, at said hearing the Commission heard and received
evidence, both oral and documentary, submitted in favor of and
in opposition to the proposed reorganization and all persons present
were given an opportunity to hear and be heard in respect to any
matter relating to said proposal;
NOW, THEREFORE, the Local Agency Formation Commission of
San Joaquin County DOES HEREBY RESOLVE, DETERMINE, AND ORDER
as follows -
Section 1. The Envior_menta.l Impact Report adopted by the
City of Lodi as lead agency has been reviewed and considered, and
a statement of overriding considerations is hereby adopted
concerning the conversion of agricultural land to urban use_
Section 2. The above entitled reorganization is approved
subject to the terms and conditions herein.

Section 3. The boundaries are hereby approved as amended,

said boundaries being set forth in Exhibit A.
Section 4. The affected territory is uninhabited.
Section 5. The City of Lodi is designated as the Conducting
Authority and the City Council is authorized to complete proceedings
for uninhabited reorganization without notice and hearing in accordance
with Section 56439.5 of the Government Co'.
Section 7. The Executive Officer is hereby authorized and
directed to mail and file certified copies of this resolution as
required by Section 56272 of. the Government Code.
PASSED AND ADOPTED this 18th day of January 1985, by the
following vote of the Local Agency Formation Commission of San
Joaquin County, to wit:
