NO. 86-25 RES. NO. 86-26 Residents of the Casa de Lodi Mobile Hone Park requested that a mid-block crosswalk be installed on Turner Road in the vicinity of Casa de Lodi-. The Public Works Department has recomrended not installing the crosswalk for a variety of reasons. The City Council directed staff to study this request further and to deterri-ne the best location for a mid-block crosswalk if one was to be approved. Traffic counts which had been taken on Turner Road at Casa de Lodi were provided for Council's information. A traffic accident history of the area reflected that two non-pedestrian accidents had occurred in the past four ; Years. i Council had visited the area ar a recent Informal Informational Meeting to better acquaint themselves with the problems being encountered there. Because of the horizontal and vertical alignment, vehicle speed, and other reasons previously discussed with the Council, the Public Works Department again reccmTended not installing a crosswalk and suggested that as an alternative, pedestrian warning signs could be insta'?ed. A lengthy discussion followed with quest-ions being directed to Staff. On motion of Council Menber Snider, Olson second, Council adopted Resolution No. 86-25 approving the installation of pedestrian crossing signs on rA)mer Road in the area of Casa de Lodi. Follcwing additional discussion, Council on motion of Mayor Pro Tempore Reid, Hinchman second, adopted Resolution No. 86-26 establishing a "No Parking" zone on the south side of Turner Road from Beckman Road east to the first overhead light. The motion carried by the following vote: Ayes: Council Members - Pinkerton, Reid, and Hinchman (Mayor) Noes: Council Mem ers - Olson and Snider Absent: Council Members - None Staff was directed to analyze the subject area and bring back to Council its recam-endations for red curbing in the area. L� y 3 CITY OF LORI COUNCIL CO3NIM MICTION PUBLIC WORKS DEPARTMENT TO: City Council FROM: City Manager DATE: January 24, 1986 SUBJECT: Request for Mid -Block Crosswalk on Turner Road at Casa de Lodi Mobile Home Park RECOMMENDED ACTION: That the City Council determine an appropriate safety control for Turner Road in the vicinity of Casa de Lodi Mobile Home Park. BACKGROUND INFORMATION: The residents of the Casa de Lodi Mobile Home Park requested that a mid -block crosswalk be installed on Turner Road in the vi- cinity of Casa de Lodi. The Public Works Department has recommended not installing the crosswalk for the various reasons outlined in the attached Council Communication dated July 15, 1985. The City Council directed staff to study this request further and to determine the best location for a mid - block crosswalk if one was to be approved. Traffic counts were taken on Turner Road at Casa de Lodi. The two-way daily volume was approximately 2300 vehicles which is an extremely low volume for City of Lodi arterial. The counts also show the number of vehicles every fifteen minutes (see Exhibit A). The daytime average was 42 vehicles per 15 minutes. This is approximately one vehicle every 21 seconds. Since traffic is not evenly spaced and it takes less than 21 seconds to cross the travel lanes, there are adequate gaps in the traffic to cross the street safely. The accident history was also checked to determine if a problem exists on Turner Road at Casa de Lodi, and it showed two non -pedestrian accidents occurred in the past four years. Because of the horizontal and vertical alignment, vehicle speed and other reasons previously discussed, the Public Works Department again recommends not installing a crosswalk. As an alternative, pedestrian warning signs could be installed as shown in Exhibit B. If the Council wishes to install a crosswalk, the most appropriate location and signing is shown in Exhibit C. They may cause pedestrians to have a f_alsc sense of security with respect to vehicular traffic. 3. They may cause an increase in fatal ano se:ricus injury accidents, because crosswalks are usually considered to be safety devices. However; accident studies show a disproportionate acciden, rate In terms of Po rked versus unnarked crosswalk:, probably due to a less cautious pedestrian attitude at unmarked walks. Further, the amount of use that this mid -blocs, crosswalk would receive, would be very, very mininul in the sense that few people would use it coi.tpared to a mid -block crosswalk in the downtown area. Pirie Street Lodi, CA 952,40 Dear Mayor Hinchman: At the January 21, 1986 Board of Directors meeting, the board voted uiianirnously to follow the recommendation of the Highway and Transportation Committee in opposing the placement of a mid -block crosswalk at Turner Read near the Casa De Lodi Mobile Horne Park. After consideration, it was the feeling of the Transportation Committee that placement of a crosswalk at a mid -block location Would constitute a safety hazard for residents and pedestrians in the area. In addition to the placement of a mid -block crosswalk providing a safety hazard, there is an additional consideration of liability that needs to be addressed.
