COFMIN LANE Council received a report regarding Corbin Lane Flooding as
FLOODING prepared by Staff. The matter had been discussed at the
February 2, 1982 Informal Informational Meeting. Council
was informed that if the Storm Drain Capital Improvement
Project as outlined,by Staff was constructed, the drainaje ;
on Corbin Lane could be brought to near City standards by
taking the Westdale Subd'-ivision drainage to the temporary
pond on Vine street. This project is the ultimate storm `
drain connecting Cochran Road to ibkay Street. Council was
further advised that this item will be discussion with the
proposed 1982-83 C.I.P. l

SUBJECT: Corbin Lane Flooding
in november of 1981, the City Council received correspondence from a property
owner on Corbin Lane related to the annual street flooding at his residence.
At that time we pointed out to City Council that we had previously made im-
provements in the pumps at the We tdate Pumping Station which have improved
the situation to some extent; however, the problem could not be abateduntil
the ultimate drainage system was provided to that area.
If the attached Storm Drain Capital Improvement Project was constructed, the
drainage on Corbin Lane could be brought to near City standards by taking
the Westdaie Subdivision drainage to the temporary pond on Vine Street.
This project is the ultimate storm drain connecting Cochran Road to Tokay
Street. However, prior to moving ahead on this project, the following items
should be considered:
1. The 24" line between Cochran Road and Tokay Street would
normally be putt in as part of the development of that area and
paid for by the developer- versus the City of Lodi.
2. This line would have to be located in an existing apple
orchard and the City of Lodi would have to obta=in a con-
struction and public utility easements for its installation.
It may be necessary to obtain these easements through con
demnaton.
3. The City or property owner, would have to determlrre at this
time the pnepose4 alignment of a future north -south street
in order that the storm line would lie wit-blo street right-
of-way, At a minimum,, the line would have to be IA a per-
manent public u,tf t i ty eassemertt.. I t may not he to the.
property owner''s best toter -est to determine tk s st-reet or
storm drain alignment untlf the type of development and the
overall street patterns are laid out.
4. The attached project cost i=n,ciudes an allowance for to -Tract
credits that would be a City cost regardless of who in-
stalls the tine. This amounts to approximately $28,000.
Thus the total cost of the project is $86,000.
