WHEFFAS, this proposal is made pursuant to the Municipal
Organization Act of 1977, and
WM AS, the nature of the proposed change of organization is the
annexation to the City of Lodi of an area caearpris ng 60.2 acres more
or less, of not—,contiguous City owned territory whAch is used for
Municipal purposes, and
WHEFMS, no other counties;, cities or districts are affected, and
WIWFMS, the subject area proposed to be anneto the City, of
Lodi is uninhabited and
WMMMS, no new districts are proposed to be formed by this
organization, and
WfEIREAS, the reason for this proposal is as follows:
1) 7b allow City jurisdiction over non-contiguous City -owned
property.
NOW, THEREFORE, BE IT ]RESOLVED by the City Council of the City of
Nodi that the San Joaquin County Local Agency Formation Co n—assion is
hereby requested to approve the proposed White Slough No. 3
Annexation.

The undersigned, on behalf of the proponents of the subject proposal, hereby
give notice of intention to:

To further- deliberations by the Commission, we submit the following:
1. Three (3) copies of this completed "Justification of Proposal".
2. Fifteen (15) copies of legal metes and bounds description of affected
territory consistent with standards acceptable to the County Surveyor's
office.
3. Fifteen (15) copies of maps showing affected territory and= affected
agencies (maps to be no smaller than 8�" x 11" which is the most
preferable size and shall be no larger than 18" x 26".
4. Filing and processing fees in accordance with LAFCO fee schedule.
The following persons (not to exceed three) are to be mailed copies of the
Executive Officer's Report and Notice of Commission hearings regarding the
subject proposal.

WHITE SLOUGH #3 REORGANIZATION
A portion of the East one-half and Northwest Quarter of Section 23 ,
and the Northwest Quarter of Section 24. Townsh n 3 North, Range 5 East,
Mount Diablo Base and Meridia-n, being described as follows:
Beginning at the Southwest corner of that certain 60.2 acre
annexation known as "WHITE SLOUGH WATER POLLUTION CONTROL PLANT NO. 2`"
and annaxed to the City of Lodi on November 19, 1980 by Resolution No.
CO -165; thence N. 89° 22' 52" West, along the South line of said Section
23, 202.85 feet; thence North 00057'15"f-, 2637.53 feet to a point it the
South line of the North one-half of said Section 23; thence North
85'28'22" West, along said South line 1470.41 feet; thence North
0°33'38" East, 1317.25 feet to a point in the North line of the land
conveyed to the City of Lodi by deed recorded April 2, 1965 to Book
2931, at page 303, Official Records of San Joaquin County, thence
easterly, along said North l=ine, 30;7.95 feet to a point in the West
line of that parcel of land conveyed to the State of Cal iforn-ta by deed
recorded May 15, 1968, in Volume 3209, page 268, San Joaquin County
Records; thence along said West line the following six courses:
(1) along a non -tangent curve to the right having a radius of 7-70 feet,
through an angle of 3°30'52", an arc distance of 47.23 feet; thence (2)
South 23°43'10" West, 292.23 feet thence (3) along a tangent curve to
the left having a radius of 3:30 feet, through an angl-e of 134*30tOO", an
arc distance of 774.66 feet;- thence (4') North 69°13'`10" East,, 111.63;
feet; thence (5) South 73058'36" East, 48.54 feet; thence (6) South
26°17'35" East, 672.39 feet to a point in the South line of the North.
