WINE AND ROSES REORGANIZATION (L:AFC 27-85)
BACKGROUND: After the electorate approved the Measure "A"
enera lan Amendment at last November's election, the City
Council knitiated the Wine and Roses Reorganization which
encompasses 2.2 acres at the northwest corner of Woodhaven Drive
and Turner Road. The owner,/developer proposes to convert an
existing, historical home into a bed and breakfast inn.
At its meeting of Friday, January 17, 1986 the Local Agency
i Formation Commission of . San Joaquin County approved the
reorganization (i.e. annexation and designated the City of Lodi as
' the conducting agency and authorized the City Council to complete
' the reorganization without notice or hearing.
INDICATED ACTION: The City Council should adopt the final
Reso ution of Annexation in accordance with Section 56439.5 of the
i' Government Code.

and authorizing the City _ to conduct
subsequent proceedings.
Upon successful completion of subsequent proceedings, yo-, agency
must request that LAFCo execute and file a Certificate of Comple-
tion and Statement of. Boundary Change. Such request must be
accompanied by six certified copies of your resolutioi: ordering
the boundary change and, a check payable to the State Board of
Equalization covering its filing fee.

BEFORE THE LOCAL AGENCY FOR�SATION COIv1iMISSION OF SAN JOAQUIN COUNTY
RESOLUTION APPROVING THE [DINE AND ROSES REORGANIZATION (I-AFC 27-85)
INCLUDING ANNEXATION TO THE CITY OF LODI, AND DETACHMENT FRO, THE
WOODBRIDGE FIRE PROTECTION DISTRICT, THE WOODBRIDGE IRRIGATION DISTRICT
AND THE WOODBRIDGE WATER USERS CONSERVATION DISTRICT
WHEREAS, the above entitled proposal was initiated by resolution
of. the City of Lodi, and on December 4, 1985, the Executive officer
certified the application filed for processing in accordance with the
District Reorganization Act; and,
WHEREAS, the Commission held a public hearing on.the proposed
reorganization on January 17, 1986, in the Board of Supervisors Cham-
bers, Countv Courthouse, pursuant to notice of hearing which was
published, posted and mailed in accordance with State Law; and,
WHEREAS, at said hearing the Co*iunission heard and received
evidence, both oral and documentary, submitted in favor of and in
opposition _to the proposed reorganization and all persons present
were given an opportunity to hear and be heard in respect to any
matter relating to said proposal;
NOW, THEREFOR=., the Local Agency Formation Commission of San
Joaquin County DOES HEREBY RESOLVE, DETERMINE, AND ORDER as follows:
Section 1. The Negative Declaration adopted by the City of
Lodi as lead agency has been reviowed and considered.
Section 2. The above entitled reorganization is approved
subject to the terms and conditions herein.
Section 3. The boundaries are hereby approved as submitted,
said boundaries being set forth in .Exhibit A
Section 4. The affected territory is uninhabited.
Section 5. The City of Lodi is designated as the Conducting
Authority and the City Council is authorized to complete proceedings
for uninhabited reorganization.without notice and hearing in accor
dance with Section 56439.5 of the Government Code.'

Range 6 East, Mount Diablo Base and Meridian,- being described as
follows:
Beginning at a point on the East line of said.Southwest Quarter,
said point lying North 1 49'40" West, 30.00 feet from the.Southeast
corner of said Southwest Quarter, said point also being on the Lodi
City Limits line; thence due West 28.42 feet to the Southeasterly
corner of Parcel "B" as recorded in Book 12 of Parcel Maps of Page 103,
San Joaquin County Records, thence continuing due West, 146.06 feet
along the South line of said Parcel "B", also being the North line of
Turner Road, also being on said City Limit Line, to the Southeast
corner of said Parcel "B thence leaving said City Limit line and

SECTION I: RFSOLVFD BY THE CITY COUCICIL OF THE CITY OF IODI Tzi�T
rT DETEiZMINES :
a) Preliminary proceedings for the annexation of described
territory to the City of Lodi and detachment from the
Woodbridge Fire Protection District, the Woodbridge
Trrigation District and the Woodbridge Water users
Conservation District were initiated by the filing of
Resolution No. 85-161 with the Local Agency Formation
Ccnnzi,ssion in the County of San Joaquin pursuant to the
requirements of the District Reorganization Act.
b) Thereafter appropriate proceedings were conducted by said
Local" Agency Formation Commission and the said Commission
on the 17th day of January, 1986 adopted Resolution No.
671 approving the proposed reorganization without public
notice and hearing subject to the terms and conditions set
forth within the subject resolution.
c) Resolution No. 671 of the Local Agency Formation. Ccm fission
approving the proposed reorganization also authorizes the
City of Lodi to take proceedings for reorganization as the
designated Conducting Authority, pursuant to Part 5,
Division I, Title 6 of the Government Code, cannencing with
Section 56290, et seq.
SECTION II: RESOLVFJ BY ME CITY 0XINCIL OF THE CIi1' OF LODI:
a) That each of the changes in the organization contained in
the proposal for reorganization is ORDFRM without an }-
f
election, pursuant to Government Code Section 56439 (c).
The changes of organization'consist of:
(1) Annexation of the Wine and Roses Addition, as shown
on Exhibit "A" attached.
(2) Detachment of the Wine and Roses Addition, as shown
on Exhibit "A" attached frail the Woodbridge Fire
Protection District, the Woodbridge Irrigation
District, and the Woodbridge Water Users Conservation
District.

I hereby certify that Resolution No. 86 -23 was passed
and adopted by the City Council of the City of Lodi in a
regular meeting held February 5, 1986 by the following
vote:
