JNCIL CO:t1,11UNICATI01°�� TO:� THE CITY COUNCIL FROM: THE CITY MANAGER'S OFFICE ..SUBJECTr' WINE AND ROSES REORGANIZATION (L:AFC 27-85) BACKGROUND: After the electorate approved the Measure "A" enera lan Amendment at last November's election, the City Council knitiated the Wine and Roses Reorganization which encompasses 2.2 acres at the northwest corner of Woodhaven Drive and Turner Road. The owner,/developer proposes to convert an existing, historical home into a bed and breakfast inn. At its meeting of Friday, January 17, 1986 the Local Agency i Formation Commission of . San Joaquin County approved the reorganization (i.e. annexation and designated the City of Lodi as ' the conducting agency and authorized the City Council to complete ' the reorganization without notice or hearing. INDICATED ACTION: The City Council should adopt the final Reso ution of Annexation in accordance with Section 56439.5 of the i' Government Code. t � f James B. The Negative Declaration adopted by the City of Lodi as lead agency has been reviowed and considered. Section 2. The above entitled reorganization is approved subject to the terms and conditions herein. Section 3. The boundaries are hereby approved as submitted, said boundaries being set forth in .Exhibit A Section 4. The affected territory is uninhabited. Section 5. The City of Lodi is designated as the Conducting Authority and the City Council is authorized to complete proceedings for uninhabited reorganization.without notice and hearing in accor dance with Section 56439.5 of the Government Code.' Ccm fission approving the proposed reorganization also authorizes the City of Lodi to take proceedings for reorganization as the designated Conducting Authority, pursuant to Part 5, Division I, Title 6 of the Government Code, cannencing with Section 56290, et seq. SECTION II: RESOLVFJ BY ME CITY 0XINCIL OF THE CIi1' OF LODI: a) That each of the changes in the organization contained in the proposal for reorganization is ORDFRM without an }- f election, pursuant to Government Code Section 56439 (c). The changes of organization'consist of: (1) Annexation of the Wine and Roses Addition, as shown on Exhibit "A" attached. (2) Detachment of the Wine and Roses Addition, as shown on Exhibit "A" attached frail the Woodbridge Fire Protection District, the Woodbridge Irrigation District, and the Woodbridge Water Users Conservation District.
