SUBJECT: APPROVE APPROPRIATICU FOR AERIAL PHOTOS POR LODI LAKE PARK MASTER PLAN DF.VEWPNENT

RECOMMENDED ACTION: That the City Council approve the appropria-
tion of $11,000.00 from the Capital Outlay
Reserve Fund for aerial photos of Lodi Lake.
BACKGROUND INFORMATION: The attached letter from Richard Bigler, the
landscape architect for the Lodi Lake Master
Plan, explains the need for an updated
topographic map of Lodi Lake. Rather than performing an extensive
ground survey, it is recommended that the work be done by aerial
photography_ The funds requested will provide for ground control
and special topographic aerial photography which will show ground
contours.

Subject: Lodi Lake Park Masterplan.
Dear Sir:
Pursuant to our conversation I am bringing to your attention more specific data
that needs to be developed.
In reviewing the grading plan of the Central lake property of March 1957, I find
changes in the site. The most apparent, is a silting of the site, and general.
flow patterns that are different from the original drawing. It would appear, that
the Dam area, and Woodbridge Irrigation Co. property and Lodi Lake may suffer from
.long term silting that may cause the marsh area to expand.
Design considerations may include removal of soils in the Lake, expansion, of the
now eroded Islands, and opening of an avenie of water circulation in the lake
proper.
To look into these long term management problems, it will be necessary to develop
an aerial photometric contour drawing of the site, and nearby properties.
I appreciate the cost considerations, but, in the long run, I belive it to be
necessary in the future Park Development. We are presently dealing with documents that
are over 28 years old.
