COUNCIL COMMUNICATION
TO: City Council
FROM: City Manager
DATE: January 19, 1981
SUBJECT: Purchase of Four Vehicles through the State Cooperative Purchasing Program
RECOMMENDED ACTION: That the City Manager be authorized to purchase the four
vehicles approved .in t e 980-81 budget through the State Cooperative Purchasing Program.
BACKGROUND INFORMATION: In November 1980, specifications for these four vehicles
were mailed to 18 de aeric of used leased vehicles throughout the Lodi, Stockton and Sacramen
areas; only one response for 2 of the 4 vehicles was received. The follow-up information
received by staff from the bidden was as follows:
I. Noneof the bidden had a one-holf ton pickup truck available in the lease
fleet for sale. (Some bidders had used trade-in pickup Trucks with high
mileage and no maintenance records).
2. The majority of bidders had not received their new replacement 1981
models from the factory, and in turn have only a limited amount of
year old 1980 model cars and station wagons available for sale at
this time, and
3. Vehicles that were available in the lease fleet were 2 year-old 1979
high mileage vehicles which did not meet our specifications; one
bidder, Senator Ford of Sacramento, had one sub -compact car and
mid-size station wagon which in turn was sold by the bid opening date.
Information obtained this post week through the State Cooperative Purchasing Program will
permit ordering and delivery of the four vehicles in approximately 10 weeks. The four
vehicles may be purchased for a total of $25,500. There was $25,400 approved in the
1980-81 budget. The following is a summary of vehicles to be purchased by departments,
including sales tax, and the 1-1/`2% State program handling fee:
