)UNCIL C0AiMUNICA
TO- THE CITY COUNCIL DATE NO.
FROM THE CITY MANAGE" OFFICE 1/6/82
SUBJECT: ADOPTION OF SPECIFICATIONS FOR PORTABLE BASKETBALL FLOOR AND STANDARDS
The above request is for adoption of specifications for the purpose
of obtaining a new portable basketball floor and portable basketball
standards to be used and stored in the Lodi Grape Festival Building.
This request is for a new floor, not a replacement of the floor that
is now in the Festival Pavilion; it is in addition to the existing
floor. The dimensions of the floor are 104' x 701.
The City of Lodi Recreation and Parks Dept. leases the Festival
facilities, two buildings, for the following programs: basketball
for adults and youth, Tiny Tots, archery, rifle range, and dog
training. In the past the City Recreation and Parks Dept. has also
used high school facilities in addition to the pavilion for basket-
ball and volleyball for both adults and youth. Since the advent of
the girls sports programs in the high schools, school facilities
have not been as readily available for City programs. As a matter
of fact, with the possible advent of year-round schools, facilities
at the schools may not be available at all.
With the addition of the new floor, Which can be put down adjoining
the present floor due to the space available in the pavilion, the
Department would in essence have another gym facility. Further,
because the floor is so designed, we will be able to accommodate
three (3) volleyball courts in addition to a regulation basketball
floor, plus two (2) cross -court basketball floors for youth
programs.
This will allow the Department to accommodate more teams in both
basketball and volleyball for many years to come and also allow
scheduling in an uninterrupted manner. under the present usage,
many times after the Department has scheduledgames on school
facilities, we are preempted for little or no reason, causing
inconvenience to the participants and embarrassment to the
Department.
It should be pointed out that since we will be using the pavilion
to a greater extent, our rent for its use will be increased ;he
present estimate is an additional $2,500 more than the $7,500 we
are now paying. This amount will be offset, however, by the
custodial fees that normally would be paid to the high school, as
well as through increased fees and charges, which, when spread
out over all basketball and volleyball teams, would be very little
increase for individual Learns.
It should be pointed out that at present the Lodi Recreation and
Parks Dept. pays the Festival $7,500 a year rent for the use of
the two buildings and the grounds. Because of increased usage

RE: SPECS FOR PORTABLE BASKETBALL FLOOR AND STANDARDS
the rent is expected to be increased to $10,000. In return the
Festival Association not only allows the Department usage of the
facilities, but picks up the cost for all utilities and mainten—
ance.
The estimate for the new floor and basketball standards is set at
$78,000.00, delivered to Lodi.
NOTE: Every effort has been made to allow all eligible bidders
to bid on this equipment. No one has been speced out other than
synthetic floors.
