Dear Fred,
Many thanks for sending me a copy of the City Council's Resolution
No. 82-119, urging repeal of the Davis -Bacon Act.
A .number of people have suggested to me that the Act has outlived
its usefulness. Some have argued that it is inflationary and
have recommended that it be repealed.
The Reagan administration has reaffirmed that it will not seek
repeal of the Davis -Bacon Act. However, the Department of Labor
has developed and proposed administrative changes designed to
improve the administration of the Davis -Bacon Act and reduce
costs.
I think President Reagan is correct in not seeking to repeal an
Act which has protected local wage rates for fifty years by
requiring contractors bidding on federally funded or assisted
construction projects not to engage in wage -busting practices.
I believe, as it appears the President does, that by maintaining
the prevailing wage rates we provide all contractors -- union
and non-union -- with an equal opportunity to bid on federal
construction projects. Further, we help to assure that federal
contracts are awarded on the basis of efficiency and quality of
work, rather than on the basis of substandard wages.
