This letter is being sent to the boardF of supervisors of all
counties and the city councils of all the cities in California.
Its subject is one which we feel should be of collective, as
well as individual, concern.
Last June we released our Bulletin 74-81: "Water Well Standards:
State of California", a revised set of standards for drilling and
abandoning water wells in California (an earlier version was
issued in 1968). Standards for the construction of water wells
and the destruction of abandoned wells can aid in the protection
of our ground water resources from pollution and contamination.
Further, the establishment and implementation of well construction
standards will provide consumers more assurance that wells are
likely to require less maintenance and thus lower operating costs.
Since 1968, when the Department published its first well standards
bulletin, 30 counties and 132 cities have passed well drilling
ordinances. However, as in all fields of endeavor, methods,
materials and equipment have changed in the field of well construc-
tion. Also, expeziences with applying the earlier standards have
prompted some revision to them.

SUBJECT: State Water Well Standards and City Ordinance
I have reviewed the December 13, 1982, letter from the Department of Water
Resources concerning the new Water Well Standards adopted by the State.
(Bulletin No. 74-81). We originally reviewed the bulletin in June of 1982
when it was received and found that our practices concerning drilling of
new water wells were not affected. We are constantly looking for ways
to improve our techniques in drilling water wells and when a change is
contemplated, we review it with the appropriate State Health Department
officials.
With regards to our Ordinance, Chapter 26A of the City Code covers water
wells and was originally written with little specific detail regarding
well construction, therefore, changes are not necessary at this time.
If the City Manager or Council have any questions regarding our water well
practices, we will be glad to answer them or put together a general
presentation.
