An exhibit showing the proposed church parcel which is

planned for development starting the summer of 1985 was
presented for Council's perusal. If the church did not have
the crossing for access, they would have to construct a
roadway southerly from their parcel to Harney Lane. They

have estimated the cost of this roadway at $30,000 and are
offering this amount to the City of Lodi if the W.I.D.
crossing at Century Blvd. is constructed at this time.
As a condition of the Meadows and Whispering Oaks
Development, presently under construction, the City required
the developer to install the curb, gutter and sidewalk on
Century Blvd., however, the City did not want the street
constructed until the W.I.D. crossing was available.

Therefore, the City received from
constructing half width of Century Blvd. fronting the Meadows
and Whispering Oaks Developments. The amount the City is
holding for the street work is approximately $62,000.
Under the present policies, the installation of the W.I.D.
crossing of Century Blvd. is a City responsibility. The
estimated cost of this crossing is approximately $130,000.
Based on receiving the offer from the church of $30,000, the
improvement of total vehicular circulation and concerns of
the Fire Department, it is recommended that the City Council
consider modifying the Capital Improvement Program to include
the construction of the W.I.D. Canal crossing. This would
require the City to allocate approximately $100,000 of street
funds. Based on the Council's decision to go with the B-1
Alternate on Ham Lane (Lodi to Elm) and the unallocated
street dollars, it is felt that there are sufficient dollars
to include this project in the 1985 Capital Improvement
Program.
Following discussion, Council, on motion of Mayor Pro Tempore
Hinchman, Olson second, approved the request from the Church
of Jesus Christ of Latter Day Saints for the construction of
the Century Blvd., W.I.D. Box Culvert and Street Crossing,
thereby modifying the Capital Improvement Program to include
the construction of the subject W.I.D. Canal crossing and
authorizing the allocation of approximately $100,000 of
street funds.

SUBJECT: Request from Church of Jesus Christ of Later Day Saints for
Construction of the Century Blvd. W.I.D. Box Culvert and Street
Crossing
On Thursday, January 10, the City received the attached letter from the Church
of Jesus Christ o' Later Day Saints requesting that the City install the box
culvert at the Woodbridge Irrigation District Canal at Century Blvd.
The attached Exhibit A shows the proposed church parcel which is planned for
development starting the summer of 1985. If the church did not have the cross-
ing for access, they would have to construct a roadway southerly from their
parcel to Harney Lane. They have estimated the cost of this roadway at $30,000
and are offering this amount to the City of Lodi if the W.I.D. crossing at
Century Blvd. is constructed at this time.
The attached Exhibit A shows the Meadows and Whispering Oaks developments which
are under construction. This exhibit also shows the Century Blvd. Right -of -Way
that has been dedicated on the north side from west of Mills Ave. to the W.I.D.
Canal. As a condition of the Meadows and Whispering Oaks developments, the

Dear Mr. Glaves:
We represent the Church of Jesus Christ of Latter -Day Saints
in Lodi and the surrounding area. We have three congrega-
tions with approximately 1200 members currently meeting in
our facility at 731 N. Ham Lane. At our present rate of
growth, we will have need for a riew 25,000 square foot meet--
inghouse facility to be completed during 1986.
For this purpose we have purchased land directly across the
canal at the West end of -Century Boulevard which has been
annexed to the city. We desire to begin construction on
this facility as soon as possible. To that end, we strongly
urge your consideration to budget for construction of a bridge
over the canal at Century Boulevard in the next fiscal year.
We recognize that not all of the desirable public works pro-
jects can be built in any given budget year, but we also
feel that there are viable reasons for considering this
bridge. We urge its inclusion for the following reasons:
1. It is planned for construction, although not within
the next few years.
2. We must build the facility even without the bridge
because of our membership need. We are committed
to our purchased piece of property and feel that
adequate fire and police services would not be
possible without the bridge access.

3. City growth is expanding South of Ke.ttleman Lane and
West of the canal already. Access by this bridge would
be beneficial to this area and its residents.
4. We sponsor early morning scripture study classes every
school morning for our High School students. Access
to the church for these students would be greatly en•-
hanced by this bridge.
5. Our full church program calls for many events of a
social, cultural, athletic, as well as a spiritual
nature. We make good use of our, buildings by frequent
use of them including events such as Scouting.
As stated, we will have need for this new building, even if
the bridge is not completed, by the Fall of 1986. Our al-
ternative would be to construct a road over lands we have.
access to by easement from Harney Lane. This choice would
cost approximately $30,000 and would not be money well spent
because eventually the bridge will be completed.
In view of the foregoing, we are authorized on behalf of the
Church to propose that the amount ($30,000) we would spend
on a road be paid to the City of Lodi to help defray the cost
of constructing this bridge within the next fiscal year.
In order for us to move forward with our church building
construction plans we would need an agreement with the city
for the following:
1. Road access to our property by August 1, 1985.
2. Utility connections available by August 1, 1985.
3. Bridge built across the canal by April 1, 1986.

We would be happy to meet with you or any member of the city
staff to answer any questions or to supply any further infor-
mation you may feel is necessary. We would look forward to
the opportunity to present our request formally at a Lodi
City Council Meeting.

SUBJECT: Lodi Fire Dept Concerns Regarding WID Bridge
The Lodi Fire Department concerns in relation to pro-
viding a WID bridge crossing at Century Blvd at this time
hinge on the much shorter travel distances this installation
would provide.
Construction of the bridge would cut our present response
time and be an additional step to protect our Class III
AIA fire rating.
At the present time any response to the area of the
Latter Day Saints Church site and surrounding area would
require two miles travel distance by the most direct route.
The alternate route is lh miles; however, it is a very
circuitous route through a residential area.
Installation of the bridge would cut the travel route
down to less than mile from our Fire Station 3 and
correspondingly cut our response time to the church site.
Bridge construction would also inhance our response time to
the Sand Creek -Mills Ave. apartment complexes and the sur-
rounding commercial/residential areas.
The Lodi Fire Department recommends completion of this
crossing be made a. high priority item.-
